- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (2) and FAR 6.302-1(a) (2) (i). This synopsis is being published for informational purposes only. The proposed source is The ESCAL Institute of Advanced Technology. This notice of intent is not a request for competitive quotations. However, the government will consider any quotations received within 5 days of the issuance of this notice. The purpose of the sole source justification is to cover the open market portion. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The anticipated award date will be 5 days after the insurance of this notice. Solicitation number F2FT059105A001-Pierpoint is hereby issued as a Sole Source Notification. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-28, effective 12 December 2008. This is a 100% set-aside for Small Businesses. The North American Industry Classification System (NAICS) code for this project is 611310 with a size standard of $6.5 million; the SIC code is 8299. The contractor shall provide all labor, equipment, materials, tools, parts, shipping, and all other items necessary to provide the following items: Line Item 0001, JOB DESCRIPTION: This will provide both Instructors/Subject Matter Experts as well as Specialized Training Materials for our Cyber School House classes. This also includes Security Essentials (SEC 401) and Global Information Assurance Certification Curriculum for the Undergraduate Network Warfare Training (UNWT) Course. QTY: 6 Students. POP: July 20-25, 2009. Line Item 0002, JOB DESCRIPTION: Same as Line Item 0001. QTY: 28 Students. POP: Oct. 6-11, 2009. Line Item 0003: Same as Line Item 0001. QTY: 28 Students. POP Jan. 18-23, 2010. Line Item 0004: Same as Line Item 0001. QTY: 28 Students POP:April 12-17, 2010. Line Item 0005: Same as Line Item 0001.. QTY: 28 Students. POP: July 19-24, 2010. The following provisions and clauses apply to this acquisition and will remain in full force in any resultant award: FAR 52.212-1, Instructions to Offerors—Commercial Items (June 2008) by May 14, 2009 at or before 4:00 pm local time. Submit signed and dated quotations on company letterhead or quotation form and marked with solicitation number F2FT059105A001-Pierpoint. The government reserves the right to evaluate proposals and award a contract without discussions with offerors. FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Oct 2008). The following clauses are added as an addendum to 52.212-4: FAR52.252-2, Clauses Incorporated by Reference (Oct. 2008); FAR 52.252-6, Authorized Deviations in Clauses (Apr 1984); HF037 Wide Area Work Flow Statement (WAWF). Offers shall be evaluated in accordance with FAR 52.212-2, evaluation of Commercial Items (Jan 1999),which is incorporated into this Request for Proposal, with addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement as stated in this synopsis; (ii) price. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. Past performance and technical capability are slightly more important than price. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders (Mar 2008) applies to this acquisition with Paragraph (b) incorporating the following DFARS clauses: DFARS 252.232-7003, Electronic Submission of Payment Requests (Mar 2008).
