- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. The reference number for this effort is W912ES-09-R-0001 and the solicitation is issued as a request for quotation (RFP). The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARs) can be accessed on the Internet at http://farsite.hill.af.mil/ This solicitation is set-aside 100% for service disabled veteran owned small business concerns. The associated NAICS code is 518210 and the small business size standard is 25.0 million dollars. This requirement consists of a base year and 4 option year line items each having 2 sub line items.(0001 SCANNING MAP FILES 7/1/2009-6/30/2010, 0002 OPTION: SCANNING MAP FILES 7/1/2010-6/30/2011, 0003 OPTION: SCANNING MAP FILES 7/1/2011-6/30/2012, 0004 OPTION: SCANNING MAP FILES 7/1/2012-6/30/2013, 0005 OPTION: SCANNING MAP FILES 7/1/2013-6/30/2014. The 2 sub lines for each year are SCANNING AND FILMING. This contract is for digitization of cartographic records for electronic access and preservation. Approximately 6,000 to 30,000 drawings will be available for scanning in any year for a total of approximately 100,000 drawings over the course of the contract. It is expected that approximately 6,000 drawings will be scanned the first year. The work shall be performed offsite at the Contractors facility, which will be in proximity to the St. Paul District Office, Ramsey County, Minnesota. All work to be performed in strict accordance with the performance work statement. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this solicitation. The clause 52.212-2 Evaluation-Commercial Items applies to this solicitation. The factors used to evaluate offers will be technical approach, past performance, and price. Technical and past performance, when combined, are significantly more important when compared to price or cost. The USACE contemplates award of a firm fixed price (FFP) contract. The provisions at 52.212-3, Offeror Representations and Certifications Commercial Items. The contractor shall return a completed copy of this provision with its quotation.
