- NAICS Code: 561621 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 utilizing Simplified Acquisition procedures under FAR Part 13 and as supplemented with additional information included in this notice. Thissolicitation is issued under RFQ-PA-09-00014. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for firm fixed price quotation for the services and equipment for the installation/mounting of LCD Display Units in exact accordance with the Statement of Work. Contractor Statement of Work Project OverviewThe following SOW is for the purchase and installation of (4) Large Format LCD display units at various preselected locations in the EPA Lobby and 4th floor vending areas at the 1650 Arch Street Building in Center City Philadelphia. In addition to the mounting of the display units, a PC's/CPU and IP receiver unit will be mounted physically to each LCD display when possible or in close proximity to the display units when necessary. The vendor shall provide for all final connections for each LCD display mount location. This will include connections from the IP Receiver and PC's/CPUs to the above referenced electrical and data connections and to each LCD display mount. Lastly this SOW will provide for the mounting of a PC's/CPU and IP receiver to an existing LCD display unit in a manner consistent with what has been outlined for the 4 new LCD units to be provided by the vendor. This existing display unit is located in EPA's Pubic Information Center which is situated in a section of the ground floor lobby. EPA AccommodationsEPA will provide the following for all 5 LCD mount locations. -An individual quad electrical outlet.-One coaxial video connection. -Two network connections accommodated by CAT 6 cabling. Network input jacks will be RJ45 connections. Specification for the 4 large format LCD display units -The vendor shall purchase, test and deliver 4 professional quality LCD monitor displays meeting or exceeding the following specification: LCD technology -52" screen size-1080p video resolution-Connectivity - Inputs and output must optimize the range of possible display options available to and from the LCD displays, PC's/CPUs and IP Receiver units. -PC- VGA, DV, BNC -Video- HDMI - Two connections minimum -Composite (CVBS) - -Two speakers - Must either be included either as an integrated feature of the display or added as a manufacturer approved accessory. If the speakers are to be included as an accessory, the speakers must be mounted to the display's frame in manner approved by the display's manufacturer. -Warranty - Three year onsite parts and labor.-Required features Ability to remotely power on and off. Ability to remotely monitor display's status.-Federal and Agency Environmental compliancy requirements Energy Star - Must be compliant. EPEAT - Recent market research has found that EPEAT certified monitors of this size are commercially unavailable. This certification is therefore not a specification requirement. Mounting Specifications: The vendor shall purchase and install the required monitor mounts (wall or ceiling) and all associated mounting hardware and install the above mentioned monitors at the EPA determined lobby and 4th floor locations. The vendor shall install EPA supplied IP receivers (IPRs) and small fan-less PC's/CPUs at each monitor location. The Receivers and CPUs will be provided by EPA. IP Receiver specs:Vendor: VBrickModel: Digital IP Receiver Man#: 8000-0113Chassis Size: 34L x 27.4D x 6H (cm): 13-3/8L x 11D x 2-1/2H (inches) Fan-less PCs/CPU specs:Chassis Size: 3" x 12" x 12" The vendor shall provide to EPA diagrams/sketches showing monitor and mount configurations. Drawings should show both front and side views of installed monitors with IP Receivers and PCs/CPUs. The vendor shall adhere to building management codes, restrictions, and limitations during the installation of monitors and PCs/CPUs at specific locations. The same holds true for attaching monitor TV mounts to the building structures. Additional Requirements:4th Floor Vending Area PC/AV Interface In addition to the list of requirements listed above, the 4th floor Vending Area location shall receive a separate Audio/Video Interface located within the vending area and connected to an available AV input on the display. The vendor shall provide a flush mounted (wall) interface that will accommodate a laptop connection to the LCD display. The interface must also contain RCA inputs (1-audio, 1-video) that will allow a DVD player to be connected to the LCD display. Exact location to be determined.Interface Manufacturer: Extron or similar. Comcast Cable Currently there is a Comcast Coaxial TV connection located at the proposed LCD location. The vendor shall redirect the Comcast connection to another available AV input at the display to allow TV viewing. Switching between video inputs will be conducted by the hand held remote provided with the display monitor. Submit the following information:1. Company Name, Telephone Number, Contact Person's email address, Company Duns Number.All interested parties must be registered in CCR. 2. Pricing: Provide separate pricing for the above-noted four large format LCD Display Units Items will be shipped to:US EPA, Region III1650 Arch Street Philadelphia, PA 19103ATTN: Supply Room, 3rd Floor, 3PM20 3.) Technical capabilities to perform above-noted service; 4.) Three references for same/similar services performed in the last three years. Include reference name, a point-of-contact, address and phone number, list the contract dates with corresponding awarded dollar amount. All work to be performed during regular business hours (8:00 a.m. - 4:30 p.m.) Monday through Friday, except holidays. A mandatory walk-thru is scheduled to be conducted at EPA, 1650 Arch Street, Phila., Pa at 10:00 a.m. on May 20, 2009 at which time offerors are to present their company's Certificate of Insurance.Offerors are limited to two (2) representatives for the scheduled walk-thru visit.
