Description
The Marine Corps Systems Command (MARCORSYSCOM), Infantry Combat Equipment Program Office, Quantico, VA, intends to award a firm-fixed price Indefinite Delivery/Indefinite Quantity (ID/IQ) contract, with a base and provisions for three (3) one-year options, to provide sustainment of the new Physical Training Running Suit (PTRS). This procurement is being issued as a total small business set-aside. The NAICS Code is 315211 with a size standard of 500. Small and large businesses may elect to partner and submit a proposal under the set-aside as long as the restrictions of FAR 52.219-14 Limitations on Subcontracting are met. The PTRS consists of a jacket and matching pant suitable for Marines to wear while training or on liberty. The contractor must be capable of manufacturing the PTRS to the specifications and requirements outlined in the solicitation. All offerors will be required to submit one proposal each with five (5) sets of Product Demonstration Models (PDM) in the following sizes: X-Small; Short, Small; Regular, Medium; Long, Large-Long; and X-Large-Regular (each PDM is a set consisting of the jacket and pant). The material used in the PDM shall be of the same property as intended to be used in the manu! facturing of the PTRS. Offerors using any material, other than the material specified in the specification, shall submit five (5) yards of the material used to construct the PDMs. Submitted fabric shall be utilized for laboratory testing by the Government at the Army Natick Soldier, Research, Development and Engineering Center. First Article Testing of 180 PTRS by contractor shall be required to validate conformance to the requirements of the solicitation. This notice provides access to the patterns (for the PDMs) and document data. Once the website is accessed there will be four (4) files, two (2) zip files and two (2) document files (see links below). The zip files can only be opened using Gerber's Accumark software. The documents can be opened using Microsoft Word. There is one zip file for the Jacket and one zip file for the Pant, they contain all the sizes requested. If a contractor does not have Accumark software, please contact ccustodio@nctrf.natick.army.mil to be ! provided either with the proper data or paper tracings. This acquisition is subject to the Berry Amendment, 10 U.S.C. 2533A as modified in the National Defense Authorization Act for 2006 (Public Law 109-163). The estimated annual requirement will be for 118,000 sets with a maximum contract quantity of 354,000 sets. Request for Proposal (RFP) M67854-09-R-3029 will be posted on the internet at the Federal Business Opportunities website located at the following address: http://www.fedbizopps.gov, and the Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil. The on-line version of the RFP will include all documents of the solicitation package. NO HARD COPY OF THIS RFP WILL BE ISSUED. Amendment, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a proposal. THE PROPOSAL SHALL BE SUBMITTED IN HARD COPY FORM ONLY. NO ELECTRONIC SUBMISSION OF THE PROPOSAL WILL BE ACCEPTED. It is the responsibility of those r! esponding to the solicitation to obtain all amendments and/or other applicable documents.
