Description

The purpose of this Sources Sought Notice is to announce that the National Institute for Standards and Technology (NIST), located in Gaithersburg, Maryland has a requirement for construction as stated herein and to identify organizations, preferably small businesses, that are qualified and able to provide such requirements. Based on capability statements received in response to this Notice, a solicitation is anticipated for a 100% small business set aside to be announced in the future. A solicitation is not available at this time and this notice is not a Request for Proposal (RFP). As a result of this Notice, the Government is not committing to award any contract at any time for the requirements herein. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. This requirement is assigned a NAICS code of 236210 and/or 236220 with a small business size standard of $33.5M with a magnitude of construction between $5,000,000.00 and $10,000,000.00. Note: The work specified herein shall be subject to Federal Acquisition Regulations, Clause 52.219-14 Limitations on Subcontracting. This clause requires the prime contractor to perform at least 15% or 25% of the labor with its own employees, depending on whether the work is general construction or construction by special trade, respectively. There are no distance restrictions to the NIST, Gaithersburg, Maryland campus imposed on this construction requirement. The Government is looking for Contractors that have experience constructing as follows: 1. One story facility that totals in excess of 17,000 SF. 2. External utilities - steam, electric, chilled water, potable water, sewer, and underground structures. 3. Site work to include parking lots, storm water controls, landscaping, and earth grading. 4. Facility designed per GSA Design Guide for Child Care Centers. 5. Facility designed to be Leadership in Energy and Environmental Design (LEED) Silver. Further, the Government is looking for Contractors that: 1. Shall have constructed one LEED silver, gold, or platinum educational, office, or parks and recreation type facility that was 17,000 sq. ft. or greater. Interested parties must submit LEED certificate from building owner with their response to this Sources Sought Notice (SSN). 2. Shall have constructed one school, child care center or parks and recreation facility that was 17,000 sq. ft. and in accordance with the International Building Code for Maryland, Delaware, Virginia, West Virginia, or Pennsylvania within the last four (4) years. 3. Shall have an insurance experience modification rating (EMR) of 1.0 or less each for the past two (2) years. Interested parties shall provide proof of insurance EMR from insurance company with their submittal to the SSN. Interested firms that believe they have the capabilities necessary to accomplish this project should submit electronic copies in addition to two (2) hard copies of their capability statement, including business size and status that addresses the requirements identified above. Please provide proof of LEED certificate and a current copy of the EMR. Please limit responses to fifteen (15) pages or less with any proprietary information marked as such. References shall include company name, point of contact, telephone number, FAX number, and e-mail address. No collect calls will be accepted.
