Description
The Department of Veterans Affairs (DVA) Health Administration Center (HAC) is seeking information from potential sources capable of providing project records planning, organization, scanning, storage and disposition services. The place of performance is DVA, HAC, 3773 Cherry Creek North Drive, Denver, Colorado, 80209, or approved contractor facilities as determined by the DVA HAC. The services and other requirements are described as follows: The contractor shall complete document preparation and scanning of all files. All documents shall be returned by the contractor to the HAC after scanning or destruction as determined by the DVA HAC. The contractor shall pick up boxes from the HAC Ptarmigan Building and the Denver Federal Center (W Alameda Ave & S Kipling St. Denver, CO 80226) and place them in a secure work area. The contractor shall review each series of records to ensure file name, retention/disposal authority and scan retrieval/search criteria; prepare records by removing staples, paper clips and other items not related to the file as well as removing records from bound books and/or reports. All papers shall be kept with or in the original files and/or in the same order. The estimate of data exceeds 50 GB. Each shipment from the contractor shall use media with a capacity no smaller than 1 GB. Each shipment shall contain a volume of data no smaller that 1 GB. The contractor shall review indexing schema for each department for compatibility with the current imaging platform. No production conversion may begin before sample databases and images have been received by the HAC and tested. All image file names must be unique across the entire scanning project. The media delivered to the HAC must be encrypted. The media must be magnetic drives that can be mounted and read by the HAC. The contractor shall maintain a backup copy of each piece of media until such time as the HAC notifies the contractor that the objects have been received and successfully archived. Each piece of media must have a database that contains the indexes as defined by the various departments, including the complete path and filename of the image object associated with those indexes. Each department's metadata, indexes and complete path and filename, must be separated into different tables within the database. Each document should be stored in a separate directory. Images must meet the following specifications: Tagged Image File Format (TIFF); Group IV Compression; Group VI Compression (original Microsoft TIFF standards, not the Wang hybrid); 200, 300 or 400 dpi; X resolution equal to Y resolution; non-tiled; non-stripped (i.e., lines per strip equal to total lines. Stripped and LZW formats are not supported.); image widths which are a multiple of 8; fill order of 1 or 2; tags at the top or bottom of the file; single-plane (monochrome) / bi-tonal; single page or multi-page TIFFs; Intel Format (II) are supported. Other formats, such as Motorola format (MM) are not supported. Group 7 TIFF are not supported. All storage devices must meet FIPS 140-2 validated encryption standards. The purpose of this announcement is to gather information on the available sources for this requirement. This announcement does not constitute a solicitation or an indication that the Government will contract for any of the items and/or services described in this notice. In submitting a response, respondents are solely responsible for any associated expenses. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The information received in response may be used to create an acquisition strategy, including set aside decisions, and a detailed work statement. Depending upon the nature and quantity of responses received, this requirement may be set-aside for Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, Small Business, etc. The requirement may also be issued on an unrestricted basis. Therefore, information is requested from all sources. All potential sources must be located in the State of Colorado. Responses must include at a minimum, the following information at the beginning of the submission: vendor information including point of contact and phone number; vendor background, capabilities; qualifications, including prior experience in performing similar services including client points of contact; estimated pricing - include catalog information if applicable; website; GSA or other GWAC, if applicable, including number, expiration date, etc; socioeconomic data; Tax ID and any other information the potential source deems appropriate. Pricing should be provided per image scan, per hour for document preparation, per trip to pick up from and/or return records to the HAC.
