Description
The Department of Commerce/National Institute of Standards and Technology intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b), with Ansoft Corporation 225 W Station Square Ste 200, Pittsburgh, PA 15219-1115, for the optimetrics and multiprocessing node licenses for an existing license for HFSS. The Optimetrics is a versatile optional software program that adds parametric, optimization, sensitivity, and statistical analysis capabilities to HFSS,(Q3D Extractor Maxwell, Node Locked License). Optimetrics automates the design-optimization process for high–performance electronic devices by quickly identifying optimal values for deign parameters that satisfy user-specified constraints. Coupled to Ansoft electromagnetic-field simulation software, optimetrics delivers optimized designs that favorably impact the bottom line. The multiprocessing for HFSS, Node Locked License enables engineers to take advantage of the increased computational capabilities of computers with more than one cpu (either multi-processor and/or multi-core machines). By using the multi-processing license with HFSS one can see about a 20/30% reduction in total solve time going from one (1) processor to (2) processors. The two modules that NIST is buying are add-ons to the main software computing program; they are not stand alone software that can be purchased from different vendors. They must work with the main program which is HFSS. A fixed price purchase order will be issued on or about May 20, 2009. Interested concerns may identify their capabilities by submitting a capability statement that demonstrates in written narrative format their ability to meet the requirement and objectives as described in this synopsis. Capability statements may be emailed to Barbara.Suhrie@nist.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for quotation. A determination by the Government whether to compete this proposed requirement is solely within the discretion of the Government.
