Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute for Neurological Disorders and Stroke (NINDS) intends to negotiate and award a sole source purchase order to GE Healthcare Bio-Sciences, 800 Centennial Avenue, Piscataway, NJ, 08854-3911 for Service for General Electric (GE) 7T Excite III Magnetic Resonance Imaging (MRI) Scanner. The purpose of the Laboratory of Functional and Molecular Imagining (LFMI) is to develop novel imaging techniques to visualize normal and abnormal brain function. Emphasis is on development of Magnetic Resonance Imaging (MRI). The LFMI manages a General Electric (GE) 7T Excite III Magnetic Resonance Imaging Scanner. This instrument is essential to the LFMI to provide the resource for the community for the study of very high-field MRI techniques. The servicing of this instrument requires specialized knowledge of a variety of pieces of equipment that are GE products. These include, but not limited to, the following equipment: Large bore superconducting magnet, gradient/shim/RF coils, gradient/RF amplifiers, RF receivers, T-R switches and data processing units. This MRI Scanner is essential to the LFMI to provide the resources for developing novel very high field MRI technology and support the NIH scientific community for the study of neurological and psychiatric diseases using high-field MRI techniques. The period of performance shall be from June 1, 2009 through May 31, 2010 with options for four (4) successive one-year periods. Since GE is the manufacturer of the laboratory’s scanner, it has the most highly trained service engineers and the fastest access to spare parts of any company. In addition, GE has a full-time service engineers on-site because of the many other MRI present at NIH. These engineers have unique knowledge about this system because they are the ones who have made the many modifications necessary to allow it to be integrated with other places of customized equipment. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt for the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
