Description
This is a Request for Quotation prepared in accordance with FAR Part 13, as supplemented with additional information included with this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. The Centers for Medicare and Medicaid Services intends to award using Simplified Acquisition Procedures, a fixed priced purchase order at a fixed labor rate for administrative and communication support services for the Physician Quality Reporting Initiative (PQRI) and Electronic Prescribing (E-Prescribing) Incentive Program. The contractor shall have consulting experience in communication/public outreach strategies with Medicare providers, familiarity with CMS quality reporting initiatives, specifically the PQRI program and the Electronic Prescribing (E-Prescribing) Incentive program, and should have the expertise, knowledge and skills to assist in the coordination and management of PQRI and E-Prescribing Incentive program activities. A purchase order award will be made within approximately (10) business days after the response due date of this notice. The anticipated period of performance will be June l5, 2009 thru June 14, 2010. The estimated level of effort for this procurement is 1360 hours. The North American Industry Classification System Code (NAICS) is 541611. The contractor shall work onsite at the CMS location a minimum of six days per month in order to complete the required tasks. A Statement of Work and Deliverables are attached. This Request for Quotes (RFQ) is being set aside for small business concerns. Responses must be sent electronically in MS Word format to phillip.harrell@cms.hhs.gov or in hard copy no later than 11:00am on May 27, 2009 to Phillip Harrell or Louis Anderson, Office of Acquisitions and Grants Management, Mailstop C2-21-15, Centers for Medicare and Medicaid Services, 7500 Security Blvd., Baltimore, MD 21244. Responses shall be no more than 10 pages (resumes included as part of the 10 pages) and shall include the following: 1) Contractor's plan to perform the Statement of Work; 2) Past performance information - relevant experience to perform the required services; and 3) fully loaded labor rate and anticipated hours. All responses will be evaluated on a best value basis using the attached 1) Technical Evaluation Criteria; 2) Past performance; and 3) Price - the amount for the base year. The government intends to award an order to the responsible offeror whose quotation offers the best combination of technical capabilities and proposed price; the best value (considering price and other factors). All responses/quotes submitted shall remain valid for a period of 180 days. For the purpose of establishing timely receipt of a quotation, the time will be established based upon the hard copy submission. Offerors are advised that CMS is a secured facility and therefore, offerors should allow time to obtain the appropriate security clearances (e.g., parking pass, visitor badge, etc...). Vendors are also advised that the CMS mailroom accepts only U.S. Postal Service mail. When utilizing an overnight carrier, you are cautioned that you must allow time for the proposal to be delivered to the exact mail stop noted above by the carrier by the time specified in this RFQ. Interested parties must be able to affirm no conflicts of interest with parties involved in Medicare claims processing in light of the work identified in this Statement of Work. In the event that the vendor/government identifies a conflict or the appearance of a conflict, the vendor shall be responsible for providing a mitigation strategy that satisfies the government. In the event that the conflict cannot be resolved, the order cannot be awarded or an existing order may need to be terminated.
