Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number DG133W-09-RQ-0519 is issued as a Request for Quotation (RFQ). This solicitation document and the provisions and clauses which are incorporated as part of this solicitation are those in effect through Federal Acquisition Circular 2005-32. The NAICS code for this procurement is 334513 with a small business size standard of 500 employees. This procurement is a small business set-aside. The line item being acquired is: Item 0001: Quantity 4 each, Commercial Off-the-Shelf (COTS) sensor which substantially meets the Enhanced Precipitation Identification (EPI) meteorological reporting requirements set forth in the attached EPI weather sensor specification. The COTS sensor is not required to meet all of the requirements of the attached specification; rather, sensors purchased by the Government as a result of this combined synopsis/solicitation will be tested by the Government as a means to assess the current state of EPI sensor technology possessed by small business concerns as it pertains to reporting accuracy. Delivery of all items shall be made F.O.B. Destination to the National Weather Service, Test and Evaluation Facility, 43741 Weather Service Road, Sterling, Virginia 20166 within 30 days after award. Acceptance will take place at destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition, and there is one addendum to this provision. This addendum is as follows: "With respect to Paragraph (b)(4) of FAR 52.212-1, the technical description shall include (a) complete technical description of the offeror's COTS sensor, (b) documentation which sets forth the communication interface/protocol for the sensor, and (c) test results or other data which indicates performance of the sensor during rain, snow, ice pellets, drizzle, and hail." The provision at FAR 52.212-2, Evaluation - Commercial Items, will not be used. The Government reserves the right to make more than one award. The first award will be made to the lowest-priced, technically acceptable quotation from a responsible small business concern. The determination as to whether a quotation is technically acceptable will be made by the Government based on its evaluation of the information included in the quotation. If the Government decides to make a second award, it will be to the second lowest-priced, technically acceptable quotation from a responsible small business concern. If the Government decides to make a third award, it will be to the third lowest-priced, technically acceptable quotation from a responsible small business concern. The Government will continue this process until it makes all of the awards that it determines are in its best interest to make. Quoters must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications, along with the quotation. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition, and there are no addenda to this clause. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, and the following additional FAR clauses cited in this clause also apply: FAR 52.219-6, FAR 52.219-14, FAR 52.222-3, FAR 52.222-19, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.225-1, FAR 52.225-13, and FAR 52.232-33. There are no additional contract requirements or terms and conditions applicable to this acquisition. The Defense Priorities and Allocations System (DPAS) does not apply.
