Description
NASA/ARC has a requirement for ground testing of a paraffin fuel grain andcombustion chamber that will eventually fly on a sounding rocket to be launched from NASAWallops Flight Facility in Virginia. Paraffin fuel grains manufactured based on the proprietary and patented SP1A formulationand casting techniques. Preparation and analysis associated with the remaining PeregrineProject ground test and tasks associated with flight vehicle development. The following list specifies the tasks and deliverables of the subject contract:1.) Perform fuel formulation and testing and then cast six 12.5 O.D x 60 inch Peregrinefuel grains as per engineering drawing PSR-12XX. 2.) Participate in the Peregrine test readiness reviews (flight vehicle PDR and CDR). 3.) Participate in preparing the combustion chamber and associated hardware and softwarefor testing on the day of a scheduled test. 4.) Participate in the analysis of the combustion test results and provide an analysisreport. 5.) Design a resonator system to damp the 250 Hz 1-L combustion stability modescurrently being experienced in the ground tests. (Note: Hardware manufacture of thesystem will be carried out by ARC).6.) Design a flight computer system (software and hardware) for acquiring data andhandling on-board tasks such as triggering parachute deployment and oxidizer valvecontrol. The system will use off-the-shelf components that will be provided by NASA Ames.Owing to the nature of the tests to be performed by NASA, all activities related to thePeregrine Project are being overseen by a review board appointed by the NASA Ames ChiefEngineers Office. This review board has approved the acceptance criteria. The acceptancecriteria are detailed in the Peregrine Safety and Mission Assurance Plan. Personnel assigned to the Peregrine Project must have relevant experience in combustiontesting, hardware assembly, instrumentation, software development for data acquisitionand analyses of data obtained from combustion tests. Furthermore, participants may berequired to attend safety training in order to satisfy NASA and OSHA requirements. NASA/ARC intends to purchase the items from Space Propulsion Group Inc (SPG, Inc), 760San Aleso Ave, Sunnyvale, CA 94085-1445. Space Propulsion Group Inc. holds two patents onthis class of fuels (High Regression Rate Hybrid Propellants #6684624, and HighRegression Rate Hybrid Rocket Propellants and Method of Selecting # 6880326. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 12:00 p.m. local timeon May 27, 2009 to Rachel Jandron at Rachel.A.Jandron@nasa.gov. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
