Description
The Bureau of Land Management (BLM) has a requirement for a Temporary Wild Horse Holding Facility located within the northwestern part of Nevada. The purpose is to facilitate in the preparation of wild horses after they are gathered. Churchill, Pershing and Lyon counties will be the only counties this facility can be located. This facility must be of close and accessible proximity to Interstate 80, Highway 50 and within 100 miles of the Bureau of Land Management preparation facility at Palomino Valley, 15780 SR 445, Reno, NV 89510. The period of performance is January 1, 2010 through December 31, 2010, with an option for four additional one-year periods. This is to facilitate the movement of horses and burros to decrease stress and injury and to ensure cost effective operation within the Wild Horse and Burro Program. This allows BLM to maintain an even flow of horses and burros from the gather site, to the preparation facility and on to the contract holding facility. Wild horses and burros and employee saddle horses will be the only livestock maintained and cared for within the contracted square footage at this facility. No other privately owned animals/livestock will be permitted within the contracted square footage at this location unless, otherwise stated by the BLM Contracting Officer, COR and/or PI. If a facility exceeds in size more than the contracted square footage, the contractor may use that portion to accommodate other livestock at no expense to the government. However, if a non-contracted portion of a facility exists, it must have its own separate loading and off-loading chutes, squeeze chutes, holdings pens, alley ways, feed and water troughs, etc. The holding facility needs to be able to accommodate a maximum of 2,850 wild horses and burros in a safe and humane condition. This is not intended to be a complete list of the specifications.
