Description
The United States Postal Service intends to award one or multiple Indefinite Quantity Architect/Engineer contracts for design, document preparation and contract administration of individual projects at USPS owned and/or leased facilities located in San Diego district (counties of San Diego, Portion of Riverside zip codes 922-923, 925), Imperial, Portion of Los Angeles zip codes 924, San Bernardino zip codes 922-925). The primary project type will be repair and alteration of facilities. There may be also be building expansion projects and/or new facilities utilizing standard CADD plans. Awarded contracts shall have a base term of two years with three one-year renewal options. Options will be exercised at the discretion of the Postal Service. Individual work orders will be issued under the terms of the contract. Each work order will be negotiated as a single project. The total cumulative amount shall not exceed $5,000,000. The minimum cumulative value of work orders issued during the base term of the contract shall not be less than $5,000. Work orders for any one project shall not exceed $250,000. Firms that have the qualifications to perform the services described herein are invited to submit two (2) copies of completed SF 330 “Architect-Engineer Qualifications” for itself and for each of its proposed consultants. Copies of SF-330 can be found at the website www.gsa.gov. The selection will be conducted with the use of the submitted SF-330. Interested firms with more than one office must indicate on its SF-330 the staffing composition of the office in which the work will be performed. Consideration will be given to firms responding to this advertisement in accordance with foregoing requirements in the following order of preference: 1) Local firms licensed by the State of California. For firms to be considered local, they must be located in the area covered by the contract, demonstrate that the majority of the work will take place in the submitting office, and that the significant points of contact are located in that office. 2) Firms must have a minimum of two registered architects (registered in California), have a minimum of two year Autocadd experience, and must be able to provide the services of at least one of each of the following disciplines (each registered in California): mechanical, electrical, structural, and civil engineering. 3) Prime firm must have been established for a minimum of three years and adequately demonstrate proficiency in executing projects similar in size and scope to those listed herein. 3) Prime firm must demonstrate extensive repair and alteration experience. 4) Prime firm must demonstrate proficiency in the use of current design and communication technology sufficient to execute projects using Postal Service Standard Design Criteria. 5) Prime firm must maintain a minimum of $500,000 in liability insurance and must provide proof of or demonstrate the ability to obtain errors and omissions insurance, minimum of $200,000 per claim, with submittals (two 2 copies). 6) Previous experience with Postal Service projects located in the district is not required, but may be considered a positive attribute. The selection committee may conduct on-site interviews following adequate notification and scheduling. It is prohibited to pay any fee, commission, percentage, or brokerage fee to any person or firm contingent upon, or resulting from, award of this contract. No other general notification for these services will be made. Submittals will not be returned.
