- NAICS CODE - 541690 - OTHER SCIENTIFIC AND TECHNICAL CONSULTING SERVICES The Federal Aviation Administration (FAA) has a single source requirement for services to provide for the development, analysis, and introduction of new concepts and technologies for aircraft navigation and instrument flight operations in the NAS. The contractor shall provide technical support for the development of criteria and standards for instrument procedure design; develop high fidelity real time and fast time simulations of aviation scenarios and perform risk analyses and safety evaluations of the scenarios; develop software applications to support the FAA's mission to meet increased demand through improved efficiency and increased safety; revise existing software applications, including but not limited to RNAV-Pro, RDVA-Pro, RPAT-Pro, the Engine-Out Surface Evaluator (EOSE) tool, ARTS4Wake suite of tools, ASAT and ASATng; and prepare test plans for flight tests, flight simulator tests, and ATC simulator tests. The FAA intends to solicit and negotiate only with Air Traffic Simulation, Inc. (ATSI), Edmond, OK, in accordance with Acquisition Management System (AMS) Policy 3.2.2.4, Single Source Selection. This announcement is for informational purposes only, not a request for proposals. ATSI is the designer and developer of the current simulation system and software programs used by the FAA. ATSI developed the system and programs at their own expense. These software programs are covered by a licensing agreement entered into by the FAA. ATSI has copyrighted key elements of the system software. All tasks to be performed under this contract will involve modifying or adding functionalities to the software that ATSI has developed and has proprietary rights to. Potential sources must provide documentation to the FAA showing proof of rights to use the data from ATSI. Statements that data will be obtained or that specifications or drawings will be developed are not acceptable. Only those responses providing the required documentation in response to this market survey will be considered prior to further action by the FAA.
