Description
SynopsisThe U.S. Department of Energy (DOE), Office of River Protection (ORP) planstocontract by means other than full and open competition. DOE ORP plans toawarda sole source contract to California Institute of Technology (CIT)physicallylocated in Pasadena, CA 91125. CIT will provide technical support andexpertise to DOE ORP Nuclear Safety Division (NSD) as it relates toHydrogen inPiping and Ancillary Vessels (HPAV) testing for a Quantitative RiskAssessmentfor the Waste Treatment Plant (WTP).As a result of implementing the recommendations of the HPAV Assessment TeamReport from February 26, 2009, DOE ORP Nuclear Safety Division requiresadditional HPAV testing for a Quantitative Risk Assessment in support oftheWaste Treatment Plant. DOE ORP requires CIT to carry out a quantificationofminimum detonable geometries of gas pockets with realistic gas compositionsandthe effect of liquid waste on initiation of propaganda explosions using 2pipes and liquid mixtures indicative of the WTP waste. CIT will alsoperformvisualization tests in a rectangular channel to determine the actualdispersionof the liquids simulating the WTP waste with high-speed video imaging,whichwill provide significant new data on flame and detonation propagation inpockets bounded by horizontal liquid layers. CIT will work with BechtelNational, INC and subcontractors to provide information and editorialcommentsfor a review of the propagation above liquid levels. They will alsoprovidemonthly project reports, a draft final report, and a final report of theirtestresults and recommendations. CIT must be able to commence performance attheDOE ORP no later than June 1, 2009. The estimated dollar value for thisprocurement is approximately $293K.The California Institute of Technology provided the original testing andrecommendations for the HPAV Assessment Team Report, which is the basis fortherequired Quantitative Risk Assessment for the WTP. Therefore, DOE ORP hasdetermined that this requirement can only be satisfied by the uniqueservicesthat are available from the CIT.The statutory authority permitting this action is 41 U.S.C. 253(c)(1),whichdetermines that only one responsible source exists and no other supplier orservices will satisfy agency requirements.This notice is not a request for proposals, and none will be accepted;however,DOE ORP will review any information submitted by interested parties todetermine if they could potentially fill similar requirements in thefuture.Any questions or comments regarding this action shall be e-mailed to RobynBurt, Contract Specialist, DOE Office of River Protection, Richland, WA99354,at robyn_l_burt@rl.gov.
