Description
The U.S. Department of Justice (DOJ), Justice Management Division, Procurement Services Staff, intends to negotiate a sole source contract under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, for the annual license, support, and upgrades as needed of proprietary software products from Red T Consulting. The products include, but are not limited to, Syngence Auto-coding / Synthetix database solution license and technical support. The support shall include, but not limited to, providing corrections to known problems encountered with existing software, providing additional functionality to the software as it becomes available in order to ensure reliability and function, and providing for the upgrade of the software products in the event of an operating system or processor change. The Red T Consulting products will provide DOJ with an in-house solution for automatic coding of imaged documents as well as the ability to build synthetix databases for linguistic pattern match searching. The software will provide the coding in Concordance, Summation, or comma delimited file formats, OCR included. The products are held as proprietary by the vendor and no third party access or maintenance is permitted. No solicitation document exists. Interested parties must respond within 15 days of this notice with a written statement of capabilities that demonstrates that they possess extensive experience with providing Summation software licenses and support. Responses received as a result of this notice of intent shall be considered solely for the purposes of determining whether to conduct a competitive procurement. Responses will not be considered as either proposals or bids, and cost or pricing data is not solicited. Oral communications are not acceptable in response to this notice. A determination by the Government not to open the requirement to competition based upon written responses to this notice is solely within the discretion of the Government. See Numbered note 22.
