Description
This is a Sources Sought Notice to determine the availability of potential small business (e.g., 8(a), Veteran-Owned Small Business, Service-Disabled Veteran Owned Small Business, HUBZone Small Business, Small Disadvantaged Business, and Women Owned Small Business) that can demonstrate that they have the capabilities to provide for the; a) Support for the EA Program Management Office (PMO), b) EA Tool Maintenance, Enhancement and Integration, and c) Enterprise Architecture Development and Use. The requirements are that the ……. Contractor staff shall work with the Enterprise Architecture staff at HHS as well as the individual department component EA programs and with various governance groups (e.g. EA Review Board, Data Architecture Working Group, CIO Council, etc.) to advance the Department's EA program. The HHS EA Program uses the OMB Enterprise Architecture Assessment Framework (EAAF) to evaluate the HHS EA Program. The Contractor shall provide the necessary staff and assistance to support the HHS in its goal of developing a comprehensive, results-oriented HHS-wide architecture used to make decisions in a performance based environment that is aligned with the Federal Enterprise Architecture. This goal shall drive all program activities, and program performance measures shall be used to monitor program effectiveness. This is not an invitation for bid, request for proposal or other solicitation, and in no way obligates the Government to award a contract. Interested parties having the capabilities necessary to perform the stated requirements may submit Capability Statements via E-Mail to Kevin.McGowan@psc.hhs.gov. Your Capability Statement should not exceed 3 pages in length. All Capability Statements must provide: 1) company name, 2) address, 3) point of Contract, 4) phone/e-mail/fax, 5) NAICS Codes, 6) DUNS Number, 7) business size & status (e.g., small business, 8(a), veteran owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women owned small business), 8) point of contract phone & e-mail address for referenced experience. Capability Statements must demonstrate corporate and staff knowledge, qualifications, experience, and abilities to lead in the following primary areas of a department-wide Enterprise Architecture program. First the contractor should demonstrate experience and expertise in providing a program management office. This includes project tasks assignment, monitoring, adjustments, and status reporting. It also includes meeting logistics (scheduling resources, inviting personnel, setting agendas, publishing minutes, following up on action items/decisions); facilitating EA discussions during meetings; and producing and presenting EA meeting presentations. Second, the contractor should show experience, training, and expertise in the Troux Metaverse version 8 and SharePoint MOSS 2007; Troux collectors for building Extract, Load, and Transfer (ETL) codes between other repositories and Troux; and experience working with the Federal Enterprise Architecture Framework (FEAF) and the Enterprise Architecture Assessment Framework (EAAF). It also includes familiarity with FISMA reporting program and the Primavera SPORT application and/or Trusted Agent. Finally, the Capability Statement should demonstrate an experience and expertise in developing, using, and realizing results in a Federal Government or Corporate EA environment. This includes developing segment level and below (i.e. pieces of the corporate business) architectures, methodologies to develop EA, integrating EA information with other related information (e.g. investment, security, performance). All responses are to be received via E-Mail, by close of business, 3:00pm local prevailing time at the Contracting Office, no later than May 28, 2009. All interested and capable small business firms are encouraged to submit their capability statements for consideration.
