Description
This notice serves as public announcement that the United States Postal Service (USPS) is seeking to pre-qualify sources for participation in future competitive acquisitions for selection of contractors to provide Freight Transportation Management Services (FTMS) for the Non-Mail Freight Transportation (NMFT) team. The USPS intends to pre-qualify an adequate number of suppliers whose record of performance in the marketplace (commercial or governmental or both) have demonstrated their ability to consistently perform to high standards of quality and reliability. Pre-qualification is the process of up-front identification of top-quality suppliers able to compete for specific types of contract opportunities. Selection of the appropriate suppliers is critical to the USPS’ success. This augments the USPS’ ability to deliver high-quality and innovative services to its customers and reduces operational risks. Pre-qualifying suppliers enhances competition, ensures quality performance, and can also shorten cycle time and strengthen relationships between the USPS and its suppliers. The USPS extends an invitation to supplier with specific skills in Freight Transportation Management Services. Suppliers having extensive experience in FTMS may submit documentation outlining the scope of work previously performed. USPS will be completing the prequalification evaluation process to identify suppliers capable of completing the proposed service. The USPS transports freight to support postal operations which includes vehicles, mail processing equipment, supply items, parts, and end-of-use materials for investment recovery. The NMFT utilizes FTMS to maintain a logistics network for the transportation of freight throughout the USPS’ network. Freight transportation for the USPS is handled in a single decentralized manner but will be processed through a primary system. Historically, the FTMS providers complete between 25,000 and 60,000 invoice transactions per year. The USPS is seeking an external FTMS contractor to provide the following services. 1. Provide, maintain, improve and host an external software platform that records and validates shipment and freight invoice data 2. Audit freight bills for accuracy and create an electronic payment file that is submitted to a designated Postal Accounting Operation for payment 3. Arrange for Non-Mail Freight Transportation to meet the needs of USPS users and suppliers 4. Assure USPS receives agreed to, or better shipping rates when available based on the efficiencies of scale from leveraged volumes as well as effectively matching carrier type with service requirements 5. Exercise control, oversight and selection of Freight Transportation Providers for ongoing USPS Non-Mail Freight. Monitor and manage carrier’s performance for improvement 6. Proactively manage loss and damage resolutions of non-mail freight shipments 7. Manage activities and achieve key performance indicators as established in the offeror’s proposal 8. Review freight invoices for payment and resolve carrier payment discrepancies. Perform pre-payment audits, provide reports electronically, and engage in frequent reviews with the NMFT 9. Provider will be responsible for submitting a plan for phase in/phase out for implementation start-up and exit strategies for data integration, diminishing of shipments, and migration afterwards for electronic invoices. 10. The contractor will be responsible for audit and certifications at the end of their period of performance. For the purpose of this solicitation, the prequalification requirements include the following: • The supplier must be a registered corporation in the United States of America. • The supplier must have at least three years of freight transportation management services experience. • The supplier must provide an income statement and balance sheet for at least one year of service. • The supplier is to provide the number of employees and office locations within the United States. All qualified suppliers may not be placed on the pre-qualified list if the purchase team determines, that a smaller group will provide adequate competition or, that some suppliers are considerably more qualified than others, thereby precluding purchase opportunities for the less qualified. It is the intent of USPS to use this pre-qualified suppliers list for future solicitations for certain Non-Mail Freight Transportation Services contracts over a 3-year period following the completion of this prequalification. Suppliers that have not been pre-qualified will not receive the Request for Proposal. The USPS will evaluate a firm’s pre-qualification submission against each of the Prequalification Evaluation requirements listed above. Pre-qualification responses will be due by 15:30 PM (EST) June 12, 2009. This announcement does not commit the USPS to the reimbursement of any proposal cost or expense, or otherwise create an obligation on the part of the USPS. The USPS is not obligated to award any contract as a result of this announcement. It is anticipated that the solicitation will be posted within the next 60 days.
