- TACOM Contracting Center will be issuing a sole source letter Request for Proposal (RFP) for continued follow-on effort on contract W56HZV-04-C-0449 with L-3 Pulse Sciences. These ongoing efforts are for large-area low-defect wide-band gap superlattice Si/C material, and superlattice Si/C semiconductor devices suitable for efficient, effective, high-temperature devices for hybrid vehicle electrical power systems. The objective of this effort is for the contractor to further research, develop, demonstrate and evaluate superlattice Si/C semiconductor material and devices to improve reliability, yield, and specific performance parameters. Also, Si/C material and devices will be developed for solid state lighting applications. This will be acquired by a contract modification to the existing cost-plus-fixed-fee contract with L-3 Pulse Sciences. The period of performance shall be twelve (12) months. This requirement will be solicited by letter RFP W56HZV-09-R-0513. Contractors will be required to submit their response in one the following electronic mediums: An email or 650 megabyte CD-ROM to shannon.hepner@us.army.mil. The subject line of the email submissions must read Offer-W56HZV-09-R-0513 closes 29 June 2009. Maximum size of email offers shall not exceed 3.5 megabytes. Compressed files must be self-extracting and have appropriate instructions to open. Hard copy responses will not be accepted. Please make sure this agency has been furnished with the following additional information: CAGE code, company name, DUNS number and the email address where you would like the notice sent. The estimated release date of RFP W56HZV-09-R-0513 is 28 May 2009 and the estimated closing date for receipt of proposals is 29 June 2009. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capabilities to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
