Description
The U.S. Army Corps of Engineers, Detroit District, intends to solicit firms that have the capability to provide Design Build services as part of a construction project that shall include, but not be limited to the expansion of the Supply, Processing, and Distribution (SPD) Suite and Kitchen Modification at the Department of Veterans Affairs, Northern Indiana Health Care System Fort Wayne Campus, Fort Wayne Indiana. Required work involves space planning, design and renovation work to expand the SPD Suite into the existing Kitchen area. Project will include installation of steam and gas sterilizers, instrument washer, ultrasonic washer, Steris I Machines, dryer, and high pressure point of use boilers (supply sterilizers). Contractor will relocate and/or provide new systems, as needed, for electrical, HVAC, plumbing, lighting and ceiling. SPD Layout shall be designed according to VA Design guides and Space planning criteria, which includes: proper mechanical rooms and exhaust routes for support equipment, HAC room to serve infection control needs of decontamination area, pass through window from decontamination area to Sterile prep area, water still, staff locker rooms with showers on both sterile and decontamination areas, proper flow for materials to be moved from pre-decontamination to post sterilization per VA Design guide and Space Planning criteria, and all support equipment. Design will expand SPD into the Kitchen area. Kitchen modifications shall be developed to keep the Kitchen functional, to include: relocating the dish machine, relocating 3 compartment sinks, removing an old refrigerator and installing new roll-in type refrigerator, preparing area to support two (2) bulk Re-Therm units, storage to support daily use and 7-day back-up food supplies, cart washer area, and other functions required to keep kitchen functional. The estimated cost of construction is between $ 1,000,000 and $ 5,000,000.The North American Industrial Classification System (NAICS) code is 236220, which has a size standard of $33,500,000 in average annual receipts. The project requires knowledge of Design Build hospital construction special needs and in particular the functions of the supply, processing, and distribution (SPD) and kitchen suites. This procurement is being set aside for Service Disabled Veteran Owned Businesses. (SDVOB) This is a Best Value Procurement. Proposals will be based on the following technical factors: Past Performance, Technical and Price. All evaluation factors, other than cost or price, when combined, are equal to cost or price. A bid bond in the amount of the offer is required. The contract will have 12 month completion requirement. The estimated award date of the contract is 27 July 2009. A Pre-proposal meeting will be held at the VA Medical Center in Fort Wayne, IN. Exact time and location will be noted in the solicitation. This solicitation will be awarded using the Technical Tradeoff (Best Value) approach. Interested offerors must be registered at www.ccr.gov to be eligible for award.
