Description
Request for Information (RFI) for the Army Program Executive Office - Enterprise Information Systems (PEO-EIS): 1.0 SUBJECT/GENERAL INFORMATION The National Business Center, Acquisition Services Directorate (NBC AQD), on behalf of the US Army Program Executive Office - Enterprise Information Systems (PEO - EIS), is seeking information from potential sources to support the possible solicitation and award of a contract to provide Base telecommunications solution sets, attributes or services that support the military services and DoD in Afghanistan, Kuwait, and Iraq. Please note: This research is for the purpose of obtaining information only. Responders are solely responsible for all expenses associated with responding to this RFI. No submission of data at this time will impact any firm's participation in the future competition of a contract, if such an action is assessed as possible, by the Government through its review of information obtained through this market research. 2.0 DESCRIPTION/REQIREMENTS The PEO-EIS mission supports deployed, worldwide strategic telecommunications systems and infrastructure through ongoing requirements to provide Installation Information Infrastructure Modernization Program (I3MP) to the Southwest Asia (SWA) areas of responsibility. Additional information concerning I3MP can be found at the following URL: http://www.eis.army.mil/nsc/I3MP.html. The Government is seeking potential sources to assist with the engineering, furnishing, installation, and testing of commercial telecommunications systems and infrastructure as required. Project requirements within the Area of Responsibility (AOR) of Southwest Asia (Afghanistan, Iraq, Kuwait, etc), include, but are not limited to: 1. Engineering: Includes site preparation and site survey, power and grounding systems survey, OSP survey, and life-support survey. 2. Engineering installation: Includes developing installation specs and instructions, detailed drawings, and equipment specification sheets. 3. Civil and structural engineering: Includes foundation design for concrete and steel frame portable facilities, DKET (this is not previously defined) foundation, facility grounding, installing voice and data cabling systems, engineer and installing a security fence, anchoring fuel storage generators,, engineering and installing a sunshade, establishing cable vaults and placing concrete generator foundations. 4. Mechanical Engineering: Includes HVAC systems, fire suppression systems and manual fire suppression systems. 5. Electrical Engineering: Includes integration of electrical power, prime and backup power systems, generator backup power systems and power distribution systems. 6. Computer Systems Engineering: Includes Fiber interfaces, data routing, data transmission, voice routing, data storage, firewall design, and fiber optic architecture. 7. Technical Power/UPS backup and standby generator to support all technical equipment. 8. Lighting: Includes providing outdoor lights, designing lighting specs and a lightning protection subsystem. 9. Grounding: Includes earth electrode subsystems, fault protection ground, signal reference ground and main communication facility (MCF) functional requirements. 10. Shelter Design: Includes design and construction specs, such as dimensions, insulation, weather tight construction, steel framing, access/egress doors, floors and coverings, alarms and monitoring systems. Structures for technical control facilities will be provided by the Government at on-site locations. 11. Materials: Includes furnishing of materials to installation sites in support of this project, furnishing material safety data sheets for hazardous material and providing verification that all interface equipment and installation material is compatible with US government communication systems and/or specs. 12. Quality Assurance/Quality Control (QA/QC): Includes in-progress QC inspections, final QC inspections, compliance with environmental and OSHA laws and incidental construction. 13. Testing: Includes on-site technician support, compliance with standards, post-installation testing, engineering validation and acceptance testing, testing electronics and inspecting all connectors and cables for damage, and engineering oversight. A full technical package is not currently available. 3.0 DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with (IAW) FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. 4.0 RESPONSE FORMAT The following is a suggested outline and suggested page counts for a response to this RFI. This outline is intended to minimize the effort of the respondent and structure the responses for ease of analysis by the Government. The Government requests that your firm select and describe current, successful contract actions or have actions completed within two years that accurately represent the technical, operational, and management capabilities applicable to this effort. Responses to the subject areas below by letter designation are requested to assist in assessing the depth and range of businesses with the interest, requisite skills and past performance to meet the requirements and perform work in Afghanistan, Kuwait, and Iraq. PLEASE IDENTIFY THE SOCIOECONOMIC DESIGNATION (IF ANY) FOR YOUR BUSINESS. If your business qualifies for the 8(a) program, please identify whether or not your business is designated as a Tribal Owned and/or Alaska Native Corporation. A. Contractor Identification Data, to include:1. Contractor data (Name, Address, Zip Code)2. DUNS3. Contract number(s)4. Dates of contract performance5. Socioeconomic designation B. Provide a short Executive Summary of your company's prime area of business (No more than one page at 12 pitch for each contract). Start each description with the contract number and the government Contracting Officer's name, e-mail address and phone number. C. Provide the name, position, address and phone number of your firm's central point of contact for the submitted information in the event clarification of your firm's capabilities is warranted. D.
