Description
INTRODUCTION The Naval Air Warfare Center Aircraft Division (AIR-2.5.1.8) at Patuxent River, MD intends to award a firm-fixed-price contract for the procurement of the Mission Assessment Recording System (MARS) Camera for the F/A-18C/D/E/F and EA-18G aircraft, PMA-265. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources capable of providing the hardware described herein prior to determining the method of acquisition and issuance of a Request for Proposal. This requirement is currently being performed by Photo-Sonics, Inc. of Burbank, CA under contract number N00421-04-C-0135. Businesses of all sizes (large and small) are encouraged to respond. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this synopsis. Any information submitted by respondents to this technical description is strictly voluntary. ANTICIPATED DELIVERY SCHEDULE The contract will be for a base period and four options. Qualified production deliveries associated with the base period shall commence no later than 31 May 2010. The following quantities are projected for the life of the resulting contract: Base Year: Up to 83 units Option Year 1: Up to 59 units Option Year 2: Up to 113 units Option Year 3: Up to 93 units Option Year 4: Up to 77 units REQUIREMENTS See attached DRAFT Performance Specification for the F/A-18C/D/E/F and EA-18G aircraft Mission Assessment Recording System (MARS) Camera. The Contract Type is anticipated to be Firm-Fixed-Price with a total potential quantity, including options, of 575 cameras, utilizing a stepladder pricing structure that accommodates up to 115 units per contract year. SUBMITTAL INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to manufacture the hardware listed in the attached Performance Specification. This documentation must address, at a minimum, the following: (1) Title of the Performance Specification you are applying to; (2) Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; (3) Prior/current corporate experience performing efforts of similar size and scope within the last five years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the product described herein; (4) Company’s ability to complete first article testing and achieve the required delivery dates. The capability statement package shall be sent by facsimile to (301) 757-8988, by email to daniel.chambers@navy.mil, or by mail to the following address: Department of the Navy, Contracts Department, Attn: Daniel Chambers, Code 2.5.1.8.2.2, Building 441, 21983 Bundy Road, Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland 20670. Submissions must be received at the office cited by no later than 4:00 p.m. Eastern Daylight Time on 28 May 2009. This announcement is not a request for proposals and does not commit the Government to award a contract for the above listed item.
