Description
This is a sources sought synopsis to determine the availability of potential sources capable of providing tactical support communications to the Naval Computer and Telecommunications Station (NAVCOMTELSTA) Jacksonville. The resultant contractor shall perform the following services: managing the telecommunications operation, operating tactical support communication (TSCOMM), and providing Electronic Key Management System (EKMS) Flight Issue Support. Managing the telecommunications operation will consist of the site manager providing weekly briefs, conducting Quality Control surveys, and the following daily administrative duties:. Reviewing and approving correspondence.. Reviewing message traffic.. Conducting ad hoc meetings with customers.. Coordinating and advising customers when equipment must be taken offline for maintenance or repair.. Receiving briefs and debriefs.. Liaison with other customers and TSCOMMs. Operating TSCOMM will consist of the contractor conducting cryptographic restarts, brief/debrief aircrews, maintaining publications, preparing and providing reports and records, troubleshooting DISA circuits, and conducting voice/data communications in the Western Atlantic Caribbean areas. In addition, the contractor must comply with the following: The Government shall provide all required corrective and preventative maintenance to cryptographic equipment. The Contractor is responsible for obtaining releasing authority and accountability IAW EKMS-1. The Contractor shall ensure all operators are fully qualified IAW EKMS-1 and EKMS-5. Cryptographic circuits will be maintained at 95% or greater reliability at all times. All security violations, to include CMS violations, will be reported to the NAVCOMTELSTA Jacksonville Security Manager and Site Manager per SECNAV M-5510.36 and CMS-21, respectively. GLOBAL COMMAND AND CONTROL SYSTEM (GCCS) SERVICES Contractor personnel performing this task are classified Information Assurance Technical - Level II. Contractor shall comply with requirements set forth in DoD Directive 8570.1, Information Assurance Training, Certification and Workforce Management and DoD 8570.1-M, Information Assurance Workforce Improvement Program. Help Desk Services. The Contractor shall provide the following "Help Desk" service to COMPATRECONWING ELEVEN. The Contractor shall install software used in message processing via GCCS. The Contractor shall also provide an average of 36 hours per year technical assistance and training in the use and administration of the software and hardware in response to customer requests. System Administration. The Contractor shall provide System Administrator functions for DCCS message processing system. These functions will include but not be limited to:. Message mapping.. Assignment/deletion of routing indicators (RIs).. Troubleshooting and repair of circuits within the system.. Addition and deletion of users.. Password administration.. Verification of message traffic routing. Providing EKMS flight issue includes the contractor assisting with the issuance of EKMS material to the four squadrons and future squadrons home ported at NAS Jacksonville. Support shall also be provided for unannounced visits by out of area squadrons, including allied and NATO units. The Contractor shall establish a COMSEC Flight Issue program including the preparation of communication boxes and the management of EKMS material IAW EKMS-1. The Contractor shall be able to issue a communication box within 30 minutes of the arrival of an aircrew. Two person integrity (TPI) will be maintained whenever necessary IAW EKMS-1. The Government currently conducts flight issue approximately 50 times per week. A Firm Fixed Price type contract is anticipated. The Government intends to use the policies contained in FAR part 15, Contracting by Negotiation, in its resultant contract for the services described herein. The NAICS code for this acquisition is 517110 and the standard is 1,500. Offerors possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this market research survey/source sought synopsis via the submission of an executive summary, no more than two (2) pages in length. The submission should include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address; and business size; and (2) relevant corporate experience. Relevant corporate experience is defined as experience (within the past five years) that is of the same or similar scope, of the same or similar magnitude, and of the same or similar complexity to that which is described herei! n. This relevant corporate experience information should identify the applicable contract number; total contract dollar amount; contract period of performance; details of the relevant services provided to include a brief description of the services performed; and a customer point of contact with corresponding telephone number and e-mail address.
