- This is a sources sought notice for written information only. The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the requested information. In preparation for an upcoming procurement, the U.S. Environmental Protection Agency, Office of Acquisition Management (EPA/OAM) is conducting market research (for informational purposes only) to identify potential small business sources (including 8(a), veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns) with the capacity and technical capability necessary to successfully perform the requirements described herein. The National Center for Environmental Economics (NCEE) is EPA's center of expertise for cutting edge research and analysis in environmental economics. NCEE is located in the Office of Policy, Economics and Innovation (OPEI) within the Office of the Administrator. NCEE?s primary function is to assist the EPA?s program and staff offices in applying sound economic science in the development of analyses that support the Agency?s actions. NCEE also provides health analysis of important environmental issues in the Agency?s regulatory and policy development processes, especially regarding crosscutting environmental management strategies and emerging issues. This anticipated contract will primarily support activities of NCEE and other OPEI offices. The activities of the Office require research and analyses in the following areas: ? Activities that Impact Natural Resources? Assessment of Impacts in Terms of Emissions Released to the Air, Water and Land? Human and Ecological Exposure Assessments? Human and Ecological Risk Characterization? Economic Implications of Activities that Impact Natural Resources Detailed information on this upcoming requirement is provided via a draft copy of the Statement of Work (SOW) which is posted on the EPA OAM website at http://www.epa.gov/oamhpod1/admin_placement/0912178/index.htm. These services are currently provided by Abt Associates, Inc. under EPA contract EP-W-05-022. Notwithstanding the Government?s option to exercise term extensions, the current contract is scheduled to expire on 29 September 2010. The North American Industry Classification System (NAICS) code for this procurement is 541611. The small business size standard is $7.0 million. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested small businesses to submit a brief capability statement demonstrating how they plan to meet the requirements in the draft Statement of Work (SOW). Submissions shall be limited to no more than ten pages. Standard brochures and paraphrasing of the SOW will not be considered a sufficient response to this notice. EPA is primarily interested in capability statements from small businesses under the NAICS code stated above. Capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; and (4) Type of small business (i.e. HUBZone, veteran-owned small business, etc). The proposed acquisition is valued at approximately $16.2 million, including all options. The Government anticipates awarding as a five year, cost reimbursement-type contract. Vendors shall submit an electronic copy of the requested information to Nadia Saba, Contract Specialist, at saba.nadia@epa.gov with a concurrent copy to Bradley Austin, Contracting Officer, at austin.bradley@epa.gov, no later than Tuesday, June 9, 2009, at 3 pm EST. No feedback will be provided regarding individual capabilities statements. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. No telephone calls and/or requests for a solicitation will be accepted or acknowledged.
