- This market survey is for planning purposes only and does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the U.S. Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. The Product Manager Soldier Sensors and Lasers (PM-SSL), located at Ft. Belvoir, Virginia, is conducting a market survey for an Optically Fused Night Vision Goggle. This market survey announcement is a request for information regarding a small, lightweight, low-power, helmet-mounted optically fused night vision goggle capable of providing enhanced vision during degraded battlefield visibility conditions, enabling accurate detection, acquisition, and engagement of targets in all battlefield conditions. The ENVG must incorporate image intensification technology and thermal sensor technology into a combined image or overlay imagery. The device must be able to operate under all-weather conditions and scenarios, be ruggedized, environmentally sealed, able to withstand immersion, and powered with an external battery source. Potential candidate devices may range from production representative to existing off-the-shelf solutions. An offeror must be able to start production deliveries in June 2011. Potential devices should be capable of meeting the following capabilities at indicated Threshold (T) or Objective (O) levels in each system area. The ENVG Key Performance Parameters are indicated by (KPP). The KPPs must meet threshold levels. Area 1 (KPP)- Recognition Range: The ENVG will have an 80% or greater probability of recognition of personnel (upright and moving) out to a range of 150 meters in clear air at all light levels and in obscurants [T]. The ENVG will have an 80% or greater probability of recognition of personnel (upright and moving) out to a range of 300 meters in clear air at all light levels and in obscurants [O]. The ENVG will have a 50% or greater probability of recognition of personnel (upright and moving) out to a range of 300 meters in clear air at all light levels and in obscurants [T]. The ENVG will have a 50% or greater probability of recognition of personnel (upright and moving) out to a range of 550 meters in clear air at all light levels and in obscurants [O]. Area 2 (KPP) - Weight: The weight of the ENVG, including mounting system, battery pack, and batteries shall not exceed 2.0 lbs [T] 1.5 lbs [O]. Area 3 (KPP) Power Consumption: The ENVG will have the capability for continuous fused operation for 7.5 hours with an additional 7.5 hours of image intensification only [T] 15 hours fused operation [O] with no battery set replacement. Area 4 (KPP) - Pointer/Illuminator Compatibility: The ENVG will be compatible with current and future aiming lights such as the AN/PEQ-15, AN/PEQ-15A, AN/PSQ-23, and other aiming lights in the 820-850nm out to the ENVGs recognition range of 150 meters. [T=O] Area 5 (KPP) Force Protection: The ENVG when used by Warfighters not wearing MOPP IV Gear or eyeglasses will not emit light or noise detectable in any direction beyond 10 meters [T], 5 meters (O) when used by warfighters not wearing eyeglasses or MOPP IV gear, except when illuminator is activated. The ENVG will be hardened to provide the same or better protection against laser threats as the AN/PVS-14 and AN/PAS - 13 (T) and be provided passive security against optical detection [O]. Area 6 - Environmental: The ENVG system including the mounting system and the battery pack with batteries shall meet the following environmental MIL-STD-810F based requirements. (a) High Temperature Extreme [T]: Continuous Operation at +49 C (120 F) or under Storage at +71 C (160F) tested per MIL-STD-810F, Method 501.4 Procedure I (Storage) and II (Operational). (b) Low Temperature Extreme [T]: Continuous Operation at -40 C (-40 F) or under Storage at -46 C (-51 F) tested per MIL-STD-810F, Method 502.4 Procedure I (Storage) and II (Operational). (c) Temperature Shock [T]; Sudden temperature changes -46 C (-51 F) to +71C (160 F) tested per MIL-STD-810F, Method 503.4 Procedure II (d) Vibration [T]; Frequency range 5 to 55 Hz and forces up to 2.5 g for a minimum period of 90 minutes on each three orthogonal axes. (e) Altitude [T]: Continuous operation throughout altitudes of sea level of 15,000 feet or non-operating altitudes up to 40,000 feet tested per MIL-STD-810F, Method 500.4 Procedure I (Storage) and II (Operational) (f) Humidity [T]: Relative humidity tested per MIL-STD810F, Method 507.4. In addition fogging on the inside of glass or plastic elements shall not occur. (g) Sand and Dust [T]: Exposure to blowing fine sand and dust particles tested per MIL-STD-810F, Method 510.4 Procedure I (Dust) and Procedure II (Sand). Exposed optical lenses only shall be protected. (h) Fungus [T]: The ENVG shall not show presence of fungus spores or adjacent fungal growth when tested per MIL-STD-810F, Method 508.5. (i) Immersion: Tested per MIL-STD 810F, Method 512.4. The depth of fresh water shall be 1 meter [T] 22 meters [O] and the duration shall be a minimum of 30 minutes (T) 2 hours (O). (j) Salt Fog [T]: Tested per MIL-STD-810F, Method 509.4. (k) Explosive Atmosphere [T]: ENVG shall not cause ignition of a gaseous air mixture when operating in an explosive atmosphere and tested per MIL-STD-810F, Method 511.4. (l) Bounce, Loose Cargo: ENVG while in its soft carrying case and transit/storage case shall not be damaged and operate when tested per MIL-STD-810F, Method 514.5 Procedure II for a minimum duration of (3) hours. (m) Transit Drop [T]: ENVG while in its soft carrying case and transit/storage case shall not be damaged and operate when tested per MIL-STD-810F, Method 516.5 Procedure IV. (n) Solar Radiation [T]: Exposed to sustained radiation of 1120 watts/m of not less than 2 (two). The ENVG shall be subjected to a minimum of 3(three) cycles hours in each 24-hour cycle. See MIL-STD-810F. (o) Nuclear, Biological, and Chemical (NBC) Contamination Survivability [T]: The ENVG shall meet the NBC Contamination Survivability Criteria for Army Materiel. The ENVG shall be hardened against the effects of NBC agents and the decontamination process, and shall be decontaminable to negligible risk levels with the exception of rubber and canvas field replaceable accessories. Parts and components that cannot be decontaminated will be easily replaced. (p) Electromagnetic Interference [T]: The ENVG shall be capable of operating in an electromagnetic rich battlefield. This includes not causing interference with other electronic equipment as well as not being affected when operated in proximity to other equipment. The ENVG shall not be susceptible when tested to the requirements of MIL-STD-461E as defined for Army, Ground Systems. (q) High Altitude Electromagnetic Pulse (HAEMP) [T]: The ENVG, while packaged in its soft carrying case or transit and/or in an operational configuration, shall withstand the effects of HAEMP as described in MIL-STD-2169B, early time (E-1), and as defined in Section 5.1 of MIL-STD-2169B. (r) Blowing Rain Test [T]: The ENVG shall meet all requirements of MIL-STD-810F, Method 506.4. Tailoring of this specification is essential and the contractor is required to submit a draft test plan not later than 30 days prior to the start of testing. The blowing rain test is conducted to determine the effectiveness of the ENVG system to remain fully functional in extreme moisture conditions. The intent of this test is to assess the capability of the ENVG system to satisfy the performance requirements during and after exposure of rain. (s) Reliability (KPP) : The ENVG shall demonstrate a mean time between failure (MTBF) of 900 hr [T] 1200 hr [O] with 80% confidence when tested under operational and environmental conditions. When tested in an operational environment under field conditions, the system shall demonstrate a reliability of 260 man hours mean time between essential function failure (MTBEFF) and 350 hours Mean Time Between System Abort (MTBSA) with 80% confidence. Interested firms should respond by providing the Government the following information in addition to a discussion of their solution for an ENVG: point of contact, address, telephone and fax numbers, e-mail address, CAGE code, size and business category, and a brief summary of capabilities, description of facilities, personnel, related manufacturing experience and quality programs, and existing quality and safety standards and capabilities. Information should be marked on each page if there is an information handling restriction sought by the firm. No classified information shall be provided in answer to this survey request. Sources should provide input in a primary document in PDF format limited to 20 pages. The input should provide product information that should include the ability to meet the threshold and objective capabilities described in Areas 1 6 above. Responses should provide full device descriptions, discuss the maturity of the device, the general approach for production, previous related work, over-all costs (rough order of magnitude), time-line for production, the general logistics plan, and the maintenance/sustainment plan to include discussion of any test benches and diagnostic equipment needed to achieve full organic maintenance. Any costs incurred by interested companies in response to this announcement will not be reimbursed.
