Description
NASA/MSFC has issued a Draft Request for Proposal (RFP) for NASAs plannedEnterprise Applications Service Technologies (EAST) acquisition. This DRAFT RFP is not asolicitation; but, is published as a planning instrument and as a means of solicitingindustry comments for use in developing the final RFP which will be released at a futuredate. The EAST contractors work will be to successfully provide all services necessaryto operate and maintain the NASA Enterprise Applications Competency Center (NEACC), inaccordance with this Performance Work Statement (PWS) and the terms and conditionscontained herein. The PWS consists of the following major sections: 1. Enterprise Applications ServiceTechnologies: This section includes a mission statement, general description of workrequirements, and Government retained authorities. 2. Program Management: These servicesinclude Contract Management, Financial Management, Procurement Management, ProgramSupport, Security Management, Safety, Health and Environmental (SHE) requirements. 3.Applications Operations: These services include Applications Maintenance, andApplications Enhancement. 4. Indefinite-Delivery/Indefinite-Quantity (ID/IQ) ApplicationsImplementation Task Orders. This section provides the authority and process for issuingTask Orders for additional work up to the specified maximum dollar amount. 5. DeliveryFunctions: This section includes Factory Management, Applications Functional Support,Application Development, Application Technical Operations and Maintenance, InformationAssurance, and I3P Cross Functional Integration.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. The NAICS Code and Size Standard are 541512 and $25M, respectively. All responsible sources may submit an offer which shall be considered by the Government.A site tour of the NEACC facility is anticipated on or about May 20, 2009. The anticipated release date of the Final RFP is on or about July 01, 2009, with ananticipated offer due date on or about September 01, 2009. All dates are subject tochange.An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
