- Description
- The contractor shall provide a storage facility, approximately 10 acres in size, with appropriate fencing to ensure segregation of the Government material stored at the location. The contractor shall provide security as required to prevent unauthorized access to the material. When required, the contractor shall provide scheduling support to schedule material pickups in accordance with the statement of work (SOW) and shall load the scheduled material as required to support that schedule. The contractor shall provide reports as specified in the SOW and participate in meetings as required. The contractor shall manage the storage and inventory of this material and provide scheduling for material pickups and loading of flatbed trucks with the subject material. The contract shall support loading up to 40 trucks a day with 7 days or less notice. The contractor shall load, document (photograph load, prepare Bill of Lading [BOL] and DD-1149) and release trucks within 30 minutes. The contractor shall schedule and confirm truck appointments within 48 hours and support emergency truck pickups with less that 24 hours notice. The contract shall maintain the steel inventory with a proven commercial solution or successfully pass Defense Contract Management Agency audit. The contractor shall perform regular cycle counts and maintain bundle traceability to heat/lot. The contractor shall provide electronic copies of all BOL and DD-1149 on a monthly basis and provide shipping reports the day after shipments are made. A Firm Fixed Price Contract is anticipated with a monthly cost for material storage and inventory maintenance and indefinite delivery, indefinite quantity clins for material pick ups based on 10 or 20 truck loads per day. The duration of the contract period will be 07/01/2009 to 06/30/2010 with two one year options. The place of contract performance is El Paso, TX The Government intends to award a sole source contract in accordance with FAR 6.302-1 to AMI Metals, Inc. The reason this award will not be competed is based primarily on the “foreseeable” cost of transporting the steel from its current location in El Paso, TX to another location within a one hour drive of the current site. The Government has estimated that it will cost between $865,000 and $1,008,000 to transport 26, 000 tons of steel to a new location and those costs would not be recovered through a competitive acquisition. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by SBI AO.
