- (i) This is a combined/synopsis solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. (ii) This is solicitation number 1057984-09-DH and this solicitation is being issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31. This is a total small business set-aside. (iv) The NAICS code is 541519. The size standard $23M. (vi) DESCRIPTION OF REQUIREMENTS: STATEMENT OF NEED: The government needs to renew the Software Maintenance and Support for the existing installed SAS DataFlux Data Quality tool licenses to continue supporting the following main areas: 1) Profiling – The ability to profile and provide insight into the data. 2) Verification – The ability to verify and correct domestic and foreign addresses. 3) Geo-coding – The ability to provide longitude and latitude for U.S. and foreign addresses. 4) Matching – The ability to effectively identify duplicates. 5) Data Governance – The ability identify non-conforming data. 6) Monitoring – The ability to monitor data changes in batch or real-time based on custom business rules. 7) Real-time Service – The ability to provide services for real-time verification, matching, etc. 8) Customization – Ability to customize match and standardization rules to facilitate the accurate and prompt development, testing, and deployment of standard based web services for the Food Drug and Administration Agency (FDA). The Data Quality tool is integrated into the Firms Master List Services (FMLS) application to support the core system functionality. The purpose for this acquisition is to purchase the annual support for the FDA’s existing SAS DataFlux tool. The Software Support renewal needs to provide: • Continued use of the current installed DataFlux tool • Access to reference data updates • The latest versions and releases of DataFlux software • Software technical support for all designated IT staff • Telephone access to technical product specialists for answers to product-specific and task-oriented questions about everything--from the installation to the operation of currently supported DataFlux software products. • Access to DataFlux customer portal • Access to virtual user group forums • 24x7 software support for critical outages Annual Support One year support maintenance of SAS DataFlux tool. This annual support will provide the perpetual license keys. Maintenance entitles to product upgrades, tech and licensing support. PERIOD OF PERFORMANCE Base year of twelve (12) months from date of award, plus 4 option years. GOVERNMENT FURNISHED EQUIPMENT Government furnished equipment is not anticipated for this contract. The ability to provide the requested support is the most important factor. If proposals are equal in their technical merit, lowest price will become the determining factor. These are all (minimum) requirements for the support we need, so we should not weight these. The criteria should be meets/exceeds the minimum requirements, prior experience in delivering this support, and past performance. SAS DataFlux Support • 1-800 phone and email support • Provide software licensing for DataFlux, including version upgrades, bug fixes, and enhancements, and team contact SECTION 508 COMPLIANCE The applicable standards are as follows: 1194.21 Software applications and operating systems 1194.22 Web-based intranet and internet information and applications 1194.31 Functional performance criteria 1194.41 Information, Documentation and Support 352.270–19 Electronic information and technology accessibility. (January 2006) Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by Public Law 105–220 under Title IV (Rehabilitation Act Amendments of 1998) and the Architectural and Transportation Barriers Compliance Board Electronic and Information (EIT) Accessibility Standards (36 CFR part 1194), require that all EIT acquired must ensure that: (1) Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities; and (2) Members of the public with disabilities seeking information or services from an agency have access to and use of information and data that is comparable to the access to and use of information and data by members of the public who are not individuals with disabilities.
