Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotation proposals are being requested and a written solicitation will not be issued. This acquisition is 100% set-aside for small business. In the event that adequate small business quotes are not received, the set-aside will be dissolved and become unrestricted. (a) This solicitation incorporates provisions and clauses for commercial items in effect through FAC 2005-31 and DFARS Change Notice 2009-0115. (b) The associated NAICS code for this acquisition is 721110 and the size standard is $7.0 million or less; Standard Industrial Classification is 7011. (c) COMMERCIAL ITEM DESCRIPTION: The hotel needs to be within a seven (7) mile radius of the CBWTU-MA located at 696 Virginia Road Concord, MA 01742-2718. The period of performance is from 06/01/09 through 05/31/11. The offeror shall provide accommodation for one (1) Medical Hold Over (MHO) soldier and when approved by the Government, one (1) family member in the same room at a competitive single room rate of less than the Government rate determined by the Joint Federal Travel Regulations (JFTR). Estimated rooms required per month are from 25 to 30. In addition, a complimentary breakfast needs to be offered to each room occupant and free transportation needs to be provided to and from Hanscom Air Force Base for MHO soldiers and family member. (d) Health and Safety: Contractor facilities shall comply with the applicable local/city and state health and fire regulations. (e) Authorized Costs: The Government will pay only for MHO soldiers listed on the lodging roster which is to be submitted to the hotel prior to check-in. If a family member is accompanying the MHO soldier their name needs to be listed next to the name of the soldier on the roster. The cost of the room will be at the single rate. (f) Unauthorized Costs: Any additional incidental room charges, such as phone calls, movie charges, meals, internet connection charges, or parking are unauthorized and will be paid by MHO soldier assigned to the room. The MHO soldier will provide the hotel with a personal credit card at check-in to cover the cost of incidental expenses. (II) Offeror Responsibilities – Each MHO soldier will provide to the hotel check-in clerk a Government identification card check and sign the approved lodging roster. If the hotel permits any MHO soldier to check in who is not listed on the approved lodging roster, the Government will not be responsible for any expense incurred by the unauthorized member. The offeror is responsible for obtaining the signature of each soldier listed on the roster at check-in. After checking out, the offeror is responsible for forwarding immediately the completed approved roster to the Government for verification. The offeror will prepare monthly invoices, attach a copy of the approved rosters and forward to the Government for payment. All responsible sources may submit a quote which shall be considered by the Massachusetts Army National Guard USPFO J8 Purchasing and Contracting Office. The Government reserves the right to make multiple Firm-Fixed Price awards resulting from this solicitation to the responsible offeror(s) whose offer, conforming to the solicitation, is most advantageous to the Government. The Government also reserves the right to award all or part of this solicitation or to split the award. Award will be made to the lowest price, conforming to the solicitation requirements.
