Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. SIMPLIFIED ACQUISITION PROCEEDURES ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is 100% small business set-aside. In accordance with the Non-Manufacturer Rule, to qualify under a small business set-aside, the distributor and the manufacturer must qualify as a Small Business manufacturer under the NAICS code identified above. *** ***The National Institute of Standards and Technology (NIST) has a requirement for one each, Glove Box Chamber to be used in the Center of Nanoscale Science and Technology at NIST, Gaithersburg, MD. *** Background Information: *** Glove boxes are designed for use in controlled atmospheres (dry boxes) or for use with hazardous materials. Controlled atmosphere glove boxes can provide a leak-tight environment for work with air-sensitive materials and provide a physical barrier to protect the user from exposure to potentially dangerous materials.. *** The Glove Box Chamber shall meet the following specifications: Specifications: Primary Application: Work with atmosphere-sensitive materials Liner Material: Polyethylene or other similar chemical resistant (acid and base) materials Item Dimensions: 1.7m w x 0.8m d x 1.02m high. Please check the above drawing for the details. The glove box shall have tilt-up viewing windows at the front. A pair of neoprene gloves, 3.75mm thick, 0.75m long, size 243.75mm diameter (9 ¾”) is required. Laminated safety glass required for all viewing window is required. Doors: 0.25m x 0.25m with gasketed doors, on both sides of chamber; doors open inward; pivot upward for all the doors for space-saving. Glove box chamber shall meet or exceed the following specifications: 1. Control valves with 9.375mm (3/8") compression fittings and 9.375mm (3/8") hose barbs 2. Main chamber pressure gauge with readings from -125 to 125mm (-5 to +5 inches) of water gauge 3. Transfer chamber pressure gauge with readings from 0 to -725mm (0 to -29 inches) of mercury 4. Pressure relief valve that activates at pressure above 150mm (6 inches) of water gauge 5. No detectable leaks greater than 1 x 10(-4) ml/sec when tested with a mass spectrometer while glove box is pressurized with helium at 125mm (5 inches) of water gauge 6. Meets Class 1 atmosphere containment conditions for oxygen leak rates per ISO 10648-2 test method 7. Maintain less than 5 ppm oxygen levels and less than 50 ppm moisture levels Interior ceiling-mounted electrical duplex is required. Switches for light and innermost interior electrical receptacle (at least 2) are required. Pressure relief valve vent is required. 22 watt fluorescent lamp is preferred. Electrical Specification: 115 volts, 60 Hz, 8 amps Electrical Requirements: Domestic Compliance: ETL listing, UL 3101-1/61010-1 and CAN/CSA C22.2 No. 1010.1 conformity The glove boxes can be outfitted with air locks on the right side that maintain the integrity of the controlled environment without sacrificing convenience. Air lock shall include a 3.125mm (.125") NPT pipe-tapped opening for connection of purge gas and a 6.25mm (.25") NPT outlet to venting system. Load lock door shall be at the front. Viewing window on the load lock door is required. A nitrogen purge system is required to deliver a variable nitrogen purge into the glove box to maintain a positive pressure that blocks out contaminants to quickly purge any moisture or contaminants that do enter the chamber. An automatic low-humidity control system is required. It monitors the internal relative humidity and activates the high-flow purge when the moisture climbs above an adjustable set point. The glove box shall have a tapped 3.125mm (.125") NPT inlet and a 6.25mm (.25") NPT outlet for connection to these controls. Inlet and outlet HEPA filters/blower module is preferred for filtering and recalculating purge gas or purifying exhaust Open loop flow system is preferred. A self-balancing ionizing equipment is an option for complete static safety An externally mounted fluorescent or UV illuminator for enhanced viewing is an option. **Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor’s commercial schedule. *** ***The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ***The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor “Meeting or Exceeding the Requirement”, and 2) Price. Technical Capabilities is more important than Price. *** ***Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. UNDER THE TECHNICAL CAPABILITY FACTOR, STRONGER CONSIDERATION WILL BE GIVEN TO CONTRACTOR’S WHO’S QUOTE OFFERS THE FOLLOWING: 1. 22 watts florescent lamp 2. Open loop flow system 3. Self Balancing ionizing equipment 4. An external mounted fluorescent or UV illuminator for enhanced viewing 5. Inlet and outlet HEPA filters/blower module for filtering and recalculating purge gas or purifying exhaust ** These features are options which the Government will consider as adding value to the technical capability factor of the evaluated quotations. Offerors shall provide discrete pricing for these features within the price quotation if available.** The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items 52.212-3 Offeror Representations and Certifications-Commercial Items Offerors must complete annual representations and certifications on-line at https://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications-Commercial Items. All clauses may be viewed at www.acqnet.gov. *** ***All vendors shall submit the following: 1) An original and one (1) copy of a quotation which addresses all Line Items; 2) Two (2) Originals of the Technical description and/or product literature; 3) Description of commercial warranty; 4) One (1) copy of the most recent published price list(s); and 5) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.acqnet.gov. *** ***All quotes must be received not later than 12:00 PM local time, on May 28, 2009 to the National Institute of Standards & Technology, Acquisition and Logistics Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 3571, Gaithersburg, MD 20899-3571, Attn: Prateema Carvajal. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery must be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice must be made to the Contracts Office at 301-975-4959. NIST is not responsible for late delivery due to the added security measures. In addition, offerors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus must assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24 hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice must include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. Faxed quotes will NOT be accepted.
