Description
(Revision: Reference paragraph 6 under the subject posting - The primary North American Industry Classification System Code, 541330, which list a Small Business Size Standards in millions of dollars of $4.5 million is changed to read $27.0 million. End of Revision.) This change is made in accordance with the Exception under NAICS Code 541330 entitled, "Military and Aerospace Equipment and Military Weapons". The Federal Aviation Administration advises industry that we intend to solicit proposals for a Performance-Based Acquisition with a Performance Work Statement for engineering/technical/operational/research support for our Air Traffic Control Communications Services Office as described at www.faa.gov. Our Air Traffic Control Communications Services Offices includes our Voice Switching and Recording Group, our Air/Ground Communications Solution Implementation Group, our Data Communications Group, our System-Wide Information Management Group, and our Business Management Group, and is responsible for the life cycle acquisition, implementation, support, and disposal of communication related items associated with our National Airspace System. The purpose of this announcement is to initiate industry involvement, develop and refine the procurement strategy, determine whether commercial items exist, determine the level of competition, identify market practices, and/or, obtain comments on requirements. The anticipated period of performance, including options, is ten (10) calendar years. The overall value of the proposed Performance-Based Acquisition is expected to exceed $100 million dollars. The FAA intends to review all submittals to establish the acquisition strategy under this requirement. The responses will also be used to determine if there is adequate competition to set the requirement aside for Socially and Economically Disadvantaged Businesses (SEDB) or other Small Businesses, or open it up for full and open competition. Based on this determination, the information obtained from this market survey may, or may not, result in a restricted Screening Process (Set-Aside) when evaluating the responses for consideration of an award under this acquisition. The primary North American Industry Classification System Code for this requirement is 541330, Engineering Services, with a Small Business Size Standards in millions of dollars of $4.5 million. Our announcement is not a screening information request or a request for proposal. The announcement does not restrict us as to any specific acquisition approach, nor is it a commitment, or sort, by us (the FAA). We are not seeking or accepting unsolicited proposals. This announcement is for information and planning purposes only. Industry is advised that there will be no evaluation letters or results issued or published to this announcement. You are invited to submit a white paper which delineates your capability to manage a Performance-Based Acquisition, with a Performance Work Statement for engineering/technical/operational/research support for our Air Traffic Control Communications Services Office.
