Description
This is a Notice of Intent to Award as a Sole Source Procurement for the commercial item identified below, prepared in accordance with the format in Far Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation shall not be issued. This solicitation number is: 9011265190-00007, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-32. This solicitation shall be solicited on a unrestricted basis. The North American Industry Classification Code (NAICS) code is 334516. The U.S. Dept. of Agriculture intends to procure the following nine lined items as a sole source procurement, that are manufactured by Covaris, Inc., located in Woburn, Massachusetts, at phone number: 781-932-3959. Lined Item 1: Item number: 50003, quantity: 1 each; S2 High Performance Sample Preparation Instrument, with the following Minimum requirements: computer controllable time and acoustic energy transfer, real-time monitored temperature, to ensure sample-to-sample reproductibility; shall require a user-tuneable, generated fragment size disctribution (Range: 50-bp to 6-kbp) for various sample volumes (50-50ul); shall require a closed tube, non contact process producing a controlled focused acoustic field inside a closed vessel; this is essential to limit cross-contamination and attendant contamination by human pathogens; The focused field allows for faster, continuous sample treatment, whereas with unfocused devices, longer treatment times result in introduction of significant heat into the system and are unable to be operated isothermally; The system frequency shall be within the ultrasonic range (wavelengths on average less then 1mm in length), and thus outside the human audible range, this is essential so that the instrument can be operated in a general laboratory bench setting without extra expenses for system enclosures to ensure proper ear protection, shall require input flexibility, tubes, vials, for single sample processing, and sample shearing, solubilization/disruption or extraction applications; shall maintain sample integrity during processing and shall require an isothermal apparatus; Maximum speed shall not exceed 21cm wide by 52 cm deep owing to space limitations; shall require a system which does not require hearing protection or segregation from the common laboratory environment. Lined Item 2: Item number 50017, quantity: 1 each, S2, DNA kit which shall include 1 each of item number 500114 holder and item number 500142 prep station and 4 bags of item number 520045, size: 6 x 16mm 100ul tube, AFA fiber, and cap system 100 tubes total. Lined Item 3: Item number 510001, quantity: 1 each, CH01 Re-Circulating Chiller; Lined Item 4: Item Number 530013, quantity: 1 each, Installation and on-site training; Line item 5: Item number 500029, quantity: 1 each, S1 Accessory kit; includes: 25 each of item number: 520010, 13 x 65mm tubes and caps and e each of item number: 500011 holder; Lined Item 6: Item number: 520007, quantity: 4 each, TT1XT Tissue-Tube extra thick (sample less than 1 gm), single use.25 box; Lined Item 7: Item number: 520006, quantity: 4 each, TT1P plug for tissue-tube for transfer and storage,.25/bag; Lined Item 8: Item Number: 520010, quantity: 1 each, TC13 (13 X 65mm) Round-bottom glass tube, 500 tubes and caps; Lined Item 9: Item number: 520045, Quantity: 4 each, Micro tube with AFA fiber, 25 tubes and pre-slit snap-caps. This solicitation incorporates the following FAR clauses, provisions, and addendums: 52.202-1 Definations; 52-203-5 Convenant Against Contingent Fees; 52.203-6 Restrictions on Subcontractor Sales to the Government; 52.203-7 Anti-Kickback procedures; 52.204-3 Taxpayer Identification; 52-204-6 Data Universal Numbering System (DUNS) Number; 52.204-7 Central Contractor Registration; 52.211-5 Material Requirements; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, 52.216-24 Limitation of Government Liability; In Paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-13, 52.232-34, and 52.222-70. All offerors must include copies of 52.212-3 (Representations and Certifications) and 52.222-70 (Compliance with Veterans Employment Reporting Requirements). The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The anticipated award date is May 13, 2009. All responsible sources may submit a quotation, which shall be considered by the Agency.
