- RECOVERY - Request for Capability Statements - Broadband Technology Opportunities ProgramProject Number: 57651 RECOVERY ACT PROJECT: THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE TO GSA SCHEDULE HOLDERS. SEE E-BUY RFQ # 363518 TO UPLOAD RESPONSES. The Department of Interior (DOI), National Business Center (NBC), Acquisition Services Directorate (AQD), Herndon Office on the behalf of the Department of Commerce's National Telecommunication and Information Administration (NTIA) is soliciting interested qualified General Services Administration (GSA) Mission Oriented Business Integrated Services (MOBIS) Schedule (Schedule 874 Special Item Numbers 874-1, 874-2, or 874-7) firms to submit capability statements demonstrating ability to perform specialized Grant Program Management, General Program Management, Program Development, and Administration Services for the Broadband Technology Opportunities Program (BTOP) in accordance with the below requirement background. After review of all Capabilities Statements, those firms determined "Qualified" will be invited to compete for a competitive MOBIS task order award for this opportunity and provided with a solicitation package that will be publically posted on the GSA's E-Buy web site with an informational Recovery Act notice posted on the Fed Biz Opps web site. Broadband Technology Opportunities Program Background:Section 6001 of the American Recovery and Reinvestment Act of 2009 (Recovery Act 2009) authorizes the U.S. Department of Commerce, National Telecommunication and Information Administration (NTIA), in coordination with the Federal Communication Commission (FCC), to establish a national broadband service development and expansion program in conjunction with the technology opportunities program, referred to as the Broadband Technology Opportunities Program (BTOP). NTIA is coordinating its activities with U.S. Department of Agriculture's Rural Utilities Service (RUS), which was allocated $2.5 billion in broadband Recovery Act funding for loans and grants. NTIA will have a total of $4,549,000,000 to award to grant recipients that will be available until September 30, 2010. Of the amount provided, NTIA will use about $3,749,000,000 for infrastructure-related grants; not less than $200,000,000 for competitive grants for expanding public computer center capacity; not less than $250,000,000 for competitive grants for innovative programs to encourage sustainable adoption of broadband services; and up to $350,000,000 to develop and maintain a broadband inventory map. Funding is provided to award competitive grants to accelerate broadband deployment in unserved and underserved areas and to strategic institutions that are likely to create jobs or provide significant public benefit. The Broadband Technology Opportunities Program (BTOP) will be a competitive grant program to enable consumers and businesses in unserved and underserved areas of the United States to access broadband services. BTOP will stimulate demand and facilitate greater use of broadband services while contributing to economic growth and job creation. An objective of this contract effort is to develop, administer, and integrate a program and ensure the timely and efficient disbursement of BTOP funding to qualified applicants. Capability Statement Submission Requirements: Successful firms will demonstrate extensive knowledge and experience in supporting large federal and or non-federal grant programs. Contractors shall demonstrate extensive past experience developing and implementing comprehensive and consistent application review processes for multiple rounds of grant funding. The contractor shall show previous support to Federal Program Offices (FPO) and Grants Offices (GO) in the development, operations, and administration for the entire grant process, including development of grant requirements, award documentation, records management, grant monitoring, and close-out procedures. Firms must demonstrate extensive knowledge of telecommunication infrastructure with wireless and wireline broadband expertise. Contractors must possess the technical ability to understand and support the FPO and grant recipients on the technical aspects of the construction and deployment of broadband related infrastructure, equipment, instrumentation, network capability, hardware and software, and digital network technology. The vendor shall also demonstrate extensive professional experience in the evaluation of the construction projects for the environmental and historic preservation impacts. Vendors must also demonstrate Project Management Professional (PMP) support to federal and or non-federal agencies, including tools for schedule, quality, change and risk management support. Successful firms will demonstrate that the required skills are readily available through their own schedule contract or through GSA teaming arrangements with other firms. Capability Statement Submission and Evaluation CriteriaFirms will be evaluated based on demonstrating an ability to perform projects of similar scope described above. The Government will evaluate submissions using the evaluation factors listed below. Management Approach and Technical Capabilities: Discuss the background, objectives, and work requirements of this requirement and the proposed methods and techniques for completing potential tasks; anticipated major difficulties and problem areas, along with potential recommended approaches for resolution; capability to meet surge requirements under difficult time constraints; technical capabilities of the grant-making process, engineering support, information technology, and environmental expertise. Organizational Experience:Provide evidence that your organization has current capabilities for assuring performance of this requirement. Your ability to work with subcontractors, consultants and business partners will be considered. Also, the quality of cooperation (with each other) of key individuals within your organization, and quality of cooperation and performance between your organization and its clients will be considered. Past Performance: Identify three (3) contracts/task orders with Federal Government and or non-Federal Government customers that demonstrate recent and relevant past performance. Recent is defined as within the last five years. Relevant is described as work similar in complexity and magnitude. Personnel: Describe your current personnel resources for this requirement, which addresses their capabilities and experience relating to this requirement. Provide your firm's current number of employees with skill sets applicable to required project scope. If you are interested in competing for this effort, you may participate by submitting a statement of your firm's capabilities. Capability Statements are limited to four (4) pages and shall be submitted using the GSA E-Buy system. E-mailed responses will not be honored. Questions and comments may be addressed during the solicitation phase of the project. In order to compete for the future BTOP acquisition, interested parties are asked to demonstrate that they are qualified to perform the work by submitted a Capability Statement using the GSA E-Buy system (See E-Buy RFI/RFQ # 363518) no later than May 19, 2009 at 2:00PM EST.
