- RECOVERY-THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER NAVAIR BOA N00019-05-G-0026. The Naval Air Systems Command (NAVAIR) intends to award a sole-source Basic Ordering Agreement (BOA) task order to McDonnell Douglas Corporation (A Wholly Owned Subsidiary of the Boeing Company). Recent direction has been received by NAVAIR to conduct a flight demonstration of an F/A-18E/F series aircraft using biofuel. This effort supports the assessment of the F/A-18E/F and EA-18G aircraft and subsystems for operation using a 50/50 (equal parts) mixture of jet fuel and biofuel (blends of standard petroleum-derived jet fuel such as JP-5 mixed with a synthetically derived component, anticipated to be Hydro-Treated Renewable Jet (HRJ)). Anticipating a broader use of alternative fuels in the future, establishment of a protocol for clearing other McDonnell Douglas aircraft for operation on such fuels will enable estimation of work scope required to achieve that goal. Specifically, the contractor shall: a) define the capability of the F/A-18E/F and EA-18G aircraft and subsystems to operate on biofuel, support NAVAIR reviews with other system suppliers, and provide safe-for-flight recommendation by 28 FEB 2010 to support F/A-18 flight test evaluations by NAVAIR, b) identify tests and analyses considered necessary to determine the capability of all McDonnell Douglas aircraft currently in Navy service to operate on fuel made from an alternate source, c) provide corporate lessons learned from commercial introduction of biofuels, d) identify data and tests required to evaluate self-sealing fuel tanks for biofuels use in US Navy McDonnell Douglas aircraft in combat areas, e) conduct laboratory tests to quantify the dielectric constant of biofuel supplied by NAVAIR. The effort shall be awarded as a firm fixed price order. This award is based on Title 10 U.S.C. 2304(c)(1), whereby the supplies or services required are available from only one source and no other type of supplies or services will satisfy agency requirements. McDonnell Douglas is the sole designer, developer, manufacturer and integrator of the F/A 18 aircraft in its various configurations and is the only source with the knowledge, technical data, and expertise necessary to fulfill the Government’s requirements.
