Description
The Government intends to negotiate a Firm Fixed Price Contract to procure 20 each of Drive Shaft Sockets and 20 each of Coupling Drill Sleeves fabricated in accordance with Naval Ordnance drawings for the Navy Munitions Command. These items will be installed by the Government in drive motors in a NATO Sea Sparrow Missile Loading System. Because it is critical that these parts be fabricated exactly to drawing specifications, First Article Testing will be required on each of the items. The Government will perform non-destructive testing on the first drive shaft socket and coupling drill sleeve and then will notify the contractor if it may continue production of the remaining 19 of each. The requested delivery date for the first articles is within 60 days after date of contract award, but offerors should indicate their best, realistic delivery date in their quotes. Quotes are due by 11:00 a.m., Tuesday, 2 June 2009. The North American Industry Classification System code is 332322, Fabricated Structural Metal Manufacturing, and this procurement has been 100% set aside for small businesses. The solicitation has been posted along with this synopsis, but the electronic version does not contain the NAVORD drawings. For a copy of the drawings, interested parties should contact Bonnie Parker at bonnie.parker@navy.mil or at 757-443-1410. Note that these drawings are too large to be faxed and must be e-mailed. Contractors are encouraged to familiarize themselves with the requirements of First Article Testing by reading the complete descriptions of Line Items 0001 and 0002, the Federal Acquisition Regulation (FAR) Clause 52.209-4, First Article Approval - Government Testing, on Page 7 of the solicitation, and the Addendum to FAR 52.212-1, Instructions to Offerors, on Page 11 of the solicitation. Potential offerors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at the Navy Electronic Commerce Online website or the Federal Business Opportunities website, as this office no longer issues hard-copy solicitations. The Solicitation Number is N00189-09-T-0308. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency. Failure to do so may represent grounds for refusing to accept the proposal.
