Description
Note: This procurement is open to Large and Small Businesses. OPS Summary The National Technical Information Service (NTIS), a Bureau of the Department of Commerce, e nsures easy and perpetual availability of the most comprehensive collection of Federally-funded scientific, technical and engineering information in support of the nation's economic growth and opportunity. NTIS desires to acquire an Order Processing Software (OPS) product software solution that is a commercial item (i.e., current commercially available off-the-shelf solution) as defined in Federal Acquisition Regulation (FAR) Subpart 2.101, Definitions, to replace the current (i.e., legacy) order processing system that has been operational the past 10 years. The current system hosts a commercial off-the-shelf order processing, accounts receivable and inventory software package developed by Computer Information Services, Inc. that has been customized to NTIS's specifications. It was originally developed for the commercial publishing industry. It runs on Hewlett Packard (HP) equipment, employing a HP-Unix operating system with shared disk space and multiple computer access. The new OPS software solution must provide the following capabilities: •· Receive, process, view and track all orders entered in the OPS; •· Generate data necessary for tracking revenue and costs across all product and service lines and to generate auditable financial data and statements in accordance with generally acceptable accounting principles, including requirements of the Federal Accounting Standards Advisory Board and the Office of Management and Budget; •· Maintain an accurate inventory and ensure that product orders are filled and shipped; •· Provide access to sales and marketing data to analyze product sales patterns and deliver new products from the existing extensive NTIS collection; and, •· Integrate and maintain the new OPS with current NTIS information systems. The Contractor must deliver the OPS product software solution within ninety (90) calendar days after contract award. The contract will consist of a Base Year and four (4) Option Years. There would be approximately 70 users in one location. The OPS product software will be required to undergo the Government's Certification and Accreditation (C&A) process and must be compliant with Section 508 of the Rehabilitation Act of 1973, as amended.
