Description
The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, performance based, Cost Plus Fixed Fee contract to Precise Systems, Inc., of Lexington Park, MD, a Service Disabled Veteran Owned Small Business. The H-46 Helicopter Program Office, PMA-226, located at Cherry Point,North Carolina, and other USMC/USN Assault Support Aircraft Fleet Support Team (FST) programs, are currently responsible for several very time critical acquisition programs, such as: Blue Force Tracker (BFT), ALE-47, Large Aircraft Infrared Counter Measures (LAIRCM), Infrared Suppression System (IRSS), ARC-210, Replacement Inter-Communication Systems (ICS), the Harvest Hawk (also known as Battleherc) program, and other various modular capabilities packages within the assault support community. In order to execute these programs within mandated program milestones, PMA-226 has identified an immediate requirement for engineering services including but not limited to program integration, cost analysis, and analytical services. The proposed acquisition will require the contractor to provide personnel with program specific experience, material, services, and facilities to complete the implementation of approved Engineering Change Proposals (ECPs), develop configuration modifications to systems, subsystems, structures, support equipment, avionics, components and software. These support services are required to support the full range of activities involved in these critical programs to include support for the engineering competency personnel, members of the Fleet Support Team (FST), and fleet operators involved with in-service engineering support of the H-46 and Battleherc programs. The proposed contract will include a 12 month base year plus two 12 month options. The authority permitting other than full and open competition is The Veterans Benefit Act of 2003: (15 U.S Code 657f) in accordance with Title 10, U.S. Code 2304(c) (5), as implemented by Federal Acquisition Regulation 6.302-5, “Authorized or Required by Statute.” The applicable NAICS code for this procurement is 541330. Note 22 applies.
