- Sources Sought Ref# 2009-70198 This is not a Solicitation. This is a Sources Sought advertisement. This notice is to maximize competition. The National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) is requesting information to determine the availability of qualified public health consultants with expertise in conducting research with person engaged in transactional sex. The consultant will provide technical assistance in the first phase of HIV Prevention Branch transactional sex project. * This is a request for a total of 200 hours over the course of one calendar year. Contractor will work from a remote site* Contractor Qualifications: Education PhD in social or behavioral science and or epidemiology. Experience 5 years experience in health issues dealing with transactional sex with a least 2 of those years dealing with sub-Saharan African HIV/AIDS issuers. Collection, analysis and interpretation of data related to transactional sex. Writing protocols for studies and program evaluations. The Contractor will perform the following:  Participate in quarterly meetings with CDC-Atlanta  Provide Technical assistance to CC-Atlanta team on developing a theoretical framework for studding transactional sex and provide recommendations for analytical approaches  Provide guidance on appropriate measures and appropriate wording of questions related to transactional sex.  Review and provide feedback on CDC prepared formative and network study draft protocol.  Assist CDC-Atlanta team and CDC country team to develop recommendations for interventions targeting those engaged in the transactional sex.  Conduct site visits in collaborations with the CDC-Atlanta, in-country teams, and partners to support protocol implementation. The Contractor will deliver the following:  Provide written report of action steps related to quarterly meetings  Provide written feedback of draft protocol  Contribute to the preparation of trip reports associated with technical assistance field visits within 5 days of completing such visits  Provide literature relating to proposed theoretical framework or analytical approaches.  Provide written feedback on data interpretation and identify alternative interpretations if appropriate.  Provide written feedback regarding proposed recommendations for interventions targeting those engaged in transactional sex. No quotes are needed at this time. This is a research tool to determine the availability of sources that can provide the services described above.
