- This is a Federal Supple Schedule requirement in accordance with FAR PART 8.4. Contractors must be on GSA schedule under FSC Group 36, Category: 165-205. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in far subpart 12.6-streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be ISSUED. This is a solicitation for number RMS00090011 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 337215. BRAND NAME JUSTIFICATION: The Series 2000 Lektriever System is essential to and is the only solution to meet the Government's records storage requirements at the Cherokee Agency Title Service Office (TSO). Further market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's needs. The Cherokee Agency have found that with this electronic filing system, the agency's storage capacity to house the records in TSO's secure filing room can be increased 50% without increasing the size of the facility. The Government would incur substantial unplanned expense by conducting another review and certification process to locate and procure other electronic filing systems that meets the trust records storage requirements. The government would incur substantial cost and risk by using hardware that has not been tested and certified for use within the TSO filing room. Substantial research and testing would have to be done to find another electronic filing system that offers the same capability as Kardex Lektrievers and to ensure same filing capacity with existing storage room. In order for the government to be able to use another brand of electronic filing systems that will increase our storage capacity by 50% or more, the entire filing room would have to be altered in size by knocking an exterior walls and expanding the facilities. The estimate cost was derived based on an analysis of GSA Catalog pricing as compared to past competed filing systems and current filing systems storage capacities. These costs justify a brand name only acquisition.
