- The Bureau of Alcohol, Tobacco, Firearms, and Explosives is requesting proposals for the conversion of four (4) 2009 Chevrolet Suburban’s LT 4x4, ¾ Ton chassis for K9 capabilities in accordance with specifications identified. The contractor must be located on the Eastern Coast of the United States. ENGINE AND ELECTRICAL. 1. BATTERY SYSTEM One heavy duty emergency vehicle battery system capable of maintaining power to the electrical system at any time that the vehicle is running. Batteries shall be the Optima yellow top gel batteries and shall be mounted under the hood using OEM factory mounting and hardware. The battery system shall be wired into circuitry with continuous duty United Technology S51206 or equivalent solenoid operating from the ignition switch. The main power line shall be protected with a 150 amp high power circuit breaker. All components shall be located under the hood protected from the elements. Auxiliary battery System: Optima auxiliary battery mounted in the engine compartment in OEM mounts wired through an isolator solenoid to the vehicle’s charging system for additional equipment and temperature control systems. The battery will charge when the engine is running. Custom interconnect system: A momentary switch shall be installed on the dash to interconnect both batteries when needed for additional starting power. Remote Start: A remote start shall be installed that will permit the vehicle to run no more than sixty minutes and no less than thirty This capability shall meet or exceed manufactures requirements and shall not void the warranty INTERIOR AND CABINETRY 1. CONSOLE AND ELECTRICAL SYSTEM The stock console shall be used to house the controls for the Whelen Warning System. In addition a cooling fan, three vents, and a map light shall be installed with the switching being controlled through a Whelen CenCom siren and light controller. This system shall include a custom plug in harnesses system integrating the console with the rest of the electrical system. A detailed drawing shall be submitted for approval after a contract and order are issued Harness system: Included with this conversion is a vehicle specific custom harness system throughout the vehicle including OEM factory style plugs and connectors. All wiring shall be GXL wire function coded every 4" and the harness system is protected with high temperature convoluted loom. There are no splices or connectors within any harness and anywhere it passes through a wall a snap ring grommet is included. OEM factory plug in connectors are used where possible eliminating cutting and splicing into factory wiring 2. INTERIOR LIGHTING Two Whelen #700 linear LED red lights with chrome flanges mounted on the under side of the rear lift up hatch wired to illuminate only when the hatch is opened. These lights shall be recess mounted into the hatch positioned to illuminate the rear cabinetry without interference of personnel standing at the rear of the vehicle. A momentary cancel switch shall be recess mounted and located at the plastic trim at the right side of the rear opening. This switch shall cancel the lights then shall automatically reset and reactivate when the doors or hatch are closed and reopened. 3. CABINETRY Cabinet Construction Specifications: cabinet systems shall be fabricated from special MDO plywood, high pressure laminate, PVC bumper strip, HDP composite drawer faces and doors and the highest quality marine and emergency vehicle hardware. Cabinet systems shall be transferrable from vehicle to vehicle without modifications to receiving vehicle. All cabinetry shall be constructed out of the MDO plywood using carpet or laminate on outer surfaces, gray marine carpet in all interior compartments and PVC trim slotted and stapled onto all exposed edges for durability. Cabinet design shall include raised sides also trimmed with PVC bumper strip and marine carpet for additional equipment. Adjustable shelves: feature special sized holes bored into the sides of the compartments every inch for maximum adjust ability and utilize clips that attach to the bottom of each shelf with screws. Vertical dividers: are removable and mounted in special sized aluminum channel for future flexibility of compartments. Doors: are manufactured using HDP black composite with textured finish for maximum durability and include compression style latches with adjustment screws. Clear swing open doors utilize glass door hinges and sliding doors are 1/4” material that shall slide in a custom aluminum extrusion with felt insert mitered to fit the opening on all sides. Drawers: include full extension heavy duty slides and all drawer faces are fabricated from the same HDP composite using the same compression latches as the doors for secure compartments while the vehicle is in motion. A detailed computer generated drawing shall be provided and submitted for approval after a contract and order are issued and prior to commencement of any work. NO EXCEPTIONS CABINET: Custom signal drawer unit fabricated per the above construction specifications. Each drawer shall be fabricated from box pan formed and welded 3/16” aluminum and mounted on heavy duty stainless steel slides. Each drawer shall have an HDP face and include two cast compression latches with locks and a push button combination dead bolt. The bottom of the drawers shall be lined with rubber coin matting. K9 SYSTEM Cage: Supply and install a vehicle specific Havis #KK-K9-C13-K K9-C13-K cage system with remote control rear door opening system. The area which will house the K9 cage shall be air conditioned via the manufactures system. The rear seats shall be removed for this installation. Holes shall be filled and sealed. Window tint: Add 5% Limo Tint to all rear windows rear of the driver and passenger door. EMERGENCY LIGHTING AND EQUIPMENT 1. COVERT BEHIND GLASS LIGHTING: Whelen SlimLighter Super LED model SLPMM-RB dual light model to the CenCom in the console; Front windshield: One centered on windshield, red/blue 2. GRILL LIGHTS: Two Whelen #500 linear LED lights with flanges mounted behind the grille, one red and one blue. 3. HEADLIGHT FLASHERS Alternating headlight flasher wired into the factory system. This unit shall not interfere with the operation of the headlights or prematurely flash when the headlights are activated. The modification to the headlight system shall not interfere or cause any feedback with the existing daytime running light system. If interference is possible than halogen inserts shall be installed into each headlight assembly sealed so no moisture can enter the light housing. 4. LED INSERTS Whelen LED inserts into each head light and tail light housing sealed so no moisture can enter the assemblies. Each unit shall be wired to the appropriate Whelen power supply and controlled from a switch on the control console The power supplies shall be mounted in a safe location easy to service in the interior of the vehicle. If located near a foot rest area custom kick protection panels shall be fabricated and covered with a color coordinated carpet or material to protect the power supply accessible without requiring tools. 5. SIREN Whelen CenCom siren recess mounted in the front control console and wired to the speakers in the front of the vehicle. There shall be a service loop of wire included in the console for easy removal and access to fuses in the rear of the unit. 6. SIREN SPEAKERS Two black Whelen cast aluminum 100 watt speaker assemblies mounted behind the grille with minimal interference by the grille and not to interfere with engine or cooling components. COMMUNICATION EQUIPMENT All radio installations shall be completed by professional installers. All equipment shall be tested at the time of receipt and installed in a professional manor as per the manufacturer’s instructions. Each radio shall be tuned and programmed and fully functional at the time of delivery. The vendor shall be responsible to coordinate the equipment and installation to ensure a quality installation. 1. RADIO: Install department supplied Motorola radio with the controls in the microphone on the driver’s side of the console in a discrete location. 2. ANTENNA: Install department supplied covert antenna and wire to the radio chassis location. Conversion warranty: The vendor shall warranties its workmanship and materials for a period of 24 months or 50,000 miles, whichever occurs first and shall begin on the date the vehicle is delivered to the original purchaser. Component warranty: The Manufacturers of the specific components offer the warranty for their respective components. In all cases the component manufacturer’s warranties are separate from the Vendors Warranty. The Component Manufacturer’s Warranties may exceed or be less than the 24 month/25,000 miles warranty extended to the original purchaser by Odyssey. Communications equipment: All customer supplied communications equipment will be complete, fully operational and programmed upon arrival at the vendor. Equipment not complete will be installed in the designated locations with all wiring in place but not attached to the equipment.. Vehicle Delivery: Delivery of four (4) 2009 Chevrolet Suburban’s LT 4x4, ¾ Ton chassis for K9 capabilities will be delivered within the next 90 days. It should be noted that delivery may be sooner based upon availability. Production time: is 2-3 weeks after arrival of the chassis at the vendor. Detail: Upon completion all conversions shall go through a Quality Assurance Process including a road test, detailed and a full tank of fuel.
