Description
The Federal Bureau of Prisons is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services in Winchester, Virginia. Services are for male and female Federal offenders (inmates) held under the authority of various United States Statutes. The contractor's service location shall be accessible to local public transportation, and within 60 minutes of the Residential Reentry Center (RRC). The current RRC address is Clarke/Frederick/Winchester Pre-Release Center, 141 Collier Road, Winchester, Virginia, 22603. Services may also be conducted at the RRC with the written permission of the RRC Director. The services required for this contract include: Base Year (10/01/09 - 09/30/10): Estimated number of inmates 20: Intake Assessments (one per inmate) for 20 inmates = 20 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 12 units per 20 inmates = 240 units; Group Counseling Sessions (30 minutes = 1 unit), 48 units per 20 inmates = 960 units; Mental Health Intake Assessment and Report, 1 per 5 inmates = 5 reports; Medication Monitoring, 2 units per 10 inmates = 20 units; Mental Health Counseling (Individual), 48 units per 5 inmates = 240 units; Psychiatric Evaluation and Report, 1 per 10 inmates = 10 reports; Psychotropic Medication, (as prescribed per inmate) for 30 prescriptions. Treatment facility must meet State of Virginia licensing requirements. Individual practitioners must meet State of Virginia license/certification requirements. All contractors and subcontractors must have the appropriate business/treatment/facility licenses applicable for the State in which services will be provided. Contractors who administratively manage subcontractors from a State outside of the State where services are provided must ensure they have all appropriate licenses for the State in which they are located as well as the State in which services are conducted. The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) most recent Statement of Work. The request for quotation will be available on or after May 29, 2009, and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date will be on or about June 30, 2009. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible businesses may submit a quote which will be considered by this agency.
