- Marine Corps Systems Command intends to contract on a non-competitive basis with Dataline, LLC., 2551 Etham Avenue, Suite K, Norfolk, VA 23513-2505. The I Marine Expeditionary Force (IMEF) is refreshing the Dataline Commander's Communication package, part number CDR-TP-B7 as an upgrade to the existing command and control system. The upgrade will allow for enhanced communications on NIPRNET, SIPRNET and voice. The proposed contract action resulting from this Special Notice services/supplies is the Governments intention to solicit and negotiate with only one source under the authority FAR 8405-6(a) (2). Interested persons/parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this Special Notice they will be considered by the Government. A determination by the Government not to compete ! with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, and for informational purposes of future procurements. The contractor for this proposed Sole Source contract is: Dataline, LLC, cage code 02DL8. This is a Sole Source Procurement. Below is: Justification for Other Than Full and Open Competition SOLE SOURCE JUSTIFICATION: The particular brand name, product or feature is essential to the Government's requirements, and market research indicates other companies' similar products or products lacking the particular feature, do not meet, or can not be modified to meet, the agency's needs. As noted above this is a part that is a matched replacement and upgrade to an existing system. As such the original vendor must be used to ensure part compatibility with the existing system. Compatible hardware is required both for technical compatibility, and for purposes of accreditation with the Marine Corps Enterprise Network. Any deviation from the matched system components would require a complete re-engineering of the system, at a significantly greater cost to the government. End of Sole Source Justification.
