- The Air Force is seeking sources for a potential 100 percent set-aside for HUBZone small business concerns. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISTION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought notice for planning purposes only. TITLE/DESCRIPTION: Project 040030, Replace Redundant Water Main, Area B. Line will replace existing parallel water line through slip lining and open cut for new pipe. The line shall be sized to match existing ranging from 12 inches to 20 inches with branch feeds into the wells in Area B. Approximately 5,000 feet of new pipe shall be installed from Well #1 to Wells #2a and b to Well #4 to Well #5 to the air strippers at facility 20085. SPECIAL REQUIREMENTS/CONCERNS: Replacing water mains, etc. is within the expertise of any experienced water line contractor. The contractor must own heavy construction equipment or have access to them. The contractor should be familiar with slip lining pipe as well as the installation and connection of new pipe into an active potable water system. Measures must be taken to decontaminate lines when connecting to the active system. The North American Industry Classification System (NAICS) code is 237110. The Air Force intends to award a Firm Fixed Price contract with a 180 calendar day period of performance. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000 Prime contractors who are HUBZone small business firms and who intend to submit a bid for this solicitation MUST submit the following by 4:00 p.m. (local Dayton time) on Thursday, 21 May 2009. Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) date of HUBZone certification; (3) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (4) Documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (5) If you are a HUBZone small business concern considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. Firms interested should provide the above documentation, fax or e-mail responses will be accepted. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested HUBZone small business concerns. Responses shall be limited to 5 pages. Please include your DUNS Number and CAGE Code on your response. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities.
