- The U.S. Army Corps of Engineers, Detroit District, intends to solicit firms that have the capability to provide Design-Build services as part of a construction project that shall include, but not limited to, the replacement of steam, air, and water lines of the MacArthur and Poe Locks within the utility galleries along and underneath each lock chamber, construction of an 8ft x 8ft utility tunnel connecting the Poe and MacArthur utility galleries, replacement of four galvanized steel cross over gallery stair ways going below the Poe Lock chamber, and construction of a new air supply building equipped with electric powered air compressors. This project will be completed at the SOO Locks facility in Sault Ste. Marie, Michigan. The Water lines must be installed with minimal interruption of service, the Steam and Air lines must be installed by 1 November 2009. Air lines will be coupled to an existing air supply until completion/installation of the new air supply building and compressors. These items are all coupled into one design build contract to minimize and coordinate potential interferences and conflicts in the installation process. The estimated cost of construction is between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 237110, which has a size standard of $33,000,000 in average annual receipts. The project requires knowledge of Design Build construction special needs and in particular the replacement of steam, air, and water lines. This procurement is being solicited as UNRESTRICTED. This is a Best Value Procurement. Proposals will be based on the following technical factors: Past Performance, Technical and Price. All evaluation factors, other than cost or price, when combined, are equal to cost or price. A bid bond in the amount of the offer is required. The contract will have 14 month completion requirement. The estimated award date of the contract is 1 September 2009. A Pre-proposal meeting will be held at the SOO Area Office, Sault Ste. Marie, MI. Exact time and location will be noted in the solicitation. This solicitation will be awarded using the Technical Tradeoff (Best Value) approach.
