Description
The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Office on behalf of the National Institute of Mental Health (NIMH) Intramural Research Program (DIRP) seeks to procure on a sole source basis for consultation-liaison service with Georgetown University Hospital (GUH), Baltimore, Maryland 21263. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(1) and FAR 13.5 01-(a)(1) to use Simplified Acquisition Procedure for commercial items. The North American Industry Classification System Code for this acquisition is 541990 and the business size standard is $7.0 million. The Office of the Clinical Director (OCD) is part of the NIMH/DIRP. The DIRP conducts clinical research designed to expedite the exchange of information between scientists and clinicians so that basic findings can be moved quickly from the laboratory setting to the treatment of patients at the bedside. Clinical research, including natural history protocols and clinical trials, is of primary importance to the research mission of the NIMH. The clinical research portion of the program comprises tenured and tenure-track clinical investigators, staff clinicians, and fellows in more than a dozen clinical Branches and free-standing Sections. There are approximately 120 NIMH protocols, which accounted for approximately 7,000 inpatient days and 7,000 outpatient visits in Fiscal Year 2008. The mission of the OCD is to ensure that subjects participating in NIMH protocols receive the highest quality clinical care. This is accomplished by the activities of the Human Subjects Protection Unit, the NIMH Intramural Research Program Protocol Office, the Combined Neuroscience Institutional Review Board (IRB), Clinical Fellowship Training activities, and the Psychiatric Consultation Liaison Service. The overall responsibilities of the office include the following: oversight of the clinical care provided to our research subjects, management of the NIMH protocol review process, administration of the quality assurance program, authorization of medical staff credentials, and allocation of Clinical Center (CC) resources. The Office of the Clinical Director, NIMH, and Georgetown University School of Medicine are collaborating on the specialized training of clinical fellows for research in psychiatry of complex medical illnesses, which is consistent with the mission of the NIMH and the NIH. Georgetown University will provide residents for the NIMH Psychiatry Consultation-Liaison Service in the NIH Clinical Center. Residents have previously been competitively selected and accepted for this specialized program. The residents will see patients enrolled in clinical research trials, as well as receiving training in specialized research methods. Specific tasks to include: - Performance and documentation of comprehensive biopsychosocial assessments of hospitalized patients; - Development and implementation of diagnostic plans, including demonstration of the ability to expand the data base by obtaining further historical information as well as laboratory and imaging studies; - Development and implementation of psychopharmacologic interventions; - Development and implementation of psychotherapeutic interventions; - Communication of information necessary to develop multidisciplinary treatment plans; - Demonstration of the ability to conduct assessments and treatment in follow-up visits with patients; - Critically evaluate current medical information and scientific evidence relevant to the treatment and pathophysiology of complex medically ill patients; - Preparation of research poster for presentation. For this particular project, Georgetown University can provide residents that are uniquely trained in psychosomatic medicine - Georgetown University sponsors a new, highly competitive and advanced clinical training program in this area of expertise for its training partners, the NIMH Psychiatry consultation-Liaison Service (part of the NIMH/DIRP) and Washington Hospital Center. Therefore, Georgetown is considered uniquely qualified for this project. The period of performance is to be for six months from the date of award. This is not a solicitation for competitive quotations. However, all responsible sources may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDA to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the Office of Acquisitions, NIDA, on or before 11:00 AM ET May 28, 2009. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, vendor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov. No collect calls will be accepted.
