- The Air Force is seeking sources for a potential 100 percent set-aside for eligible HUBZone or Region V 8(a) Program businesses. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISTION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only! TITLE /DESCRIPTION: Project ZHTV 060034, Replace Gravity Main, Springfield Street, Parking Lot 1B and Glendale. This project replaces approximately 10,000 linear feet of 21 to 27 inch gravity sanitary sewer from west of Gate 1B along Springfield Street to a manhole in the center of Smithville Road. The pipeline crosses under Springfield Street, under the Harshman Road overpass, runs through Yorktown Colony Apartments, and follows an abandoned railroad line through the East Gardendale Plat in the City of Riverside. SPECIAL REQUIREMENTS/CONCERNS: Restrictive easement boundaries through private properties outside base boundaries. Line traverses through an apartment complex creating restrictive safety considerations. Line is under Springfield Street at the Harshman Road by-pass. May require micro tunneling and bore and jack procedures. The Air Force intends to award a contract with an estimated period of performance of 240 days. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. Prime contractors who are HUBZone and/or Region V 8(a) and who intend to submit a bid for this solicitation MUST submit the following by 4:00 p.m. (local Dayton time) on 26 May 2009: Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) date of HUBZone certification; and/or (3) documentation of Region V 8(a) Program status; and (4) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (5) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (6) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. Firms interested should provide ALL the above documentation, fax or e-mail responses will be accepted. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested HUBZone and/or Region V 8(a) Program businesses. Please limit responses to 5 pages. Please include your DUNS Number or CAGE Code on your response. Failure to submit all information requested would result in a contractor being considered “non-responsive” in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in PIXS and Federal Business Opportunities.
