- The U.S. Army, Corps of Engineers, St. Louis District, is seeking a firm to provide program management and implementation support to Headquarters US Army Corps of Engineers (USACE) for Periodic Inspections of Levees and other USACE Levee Safety Program actitivites as related to the American Recovery and Reinvestment Act of 2009. This is a Request for Proposal (RFP) solicitation. There will be no public bid opening. The basis for award will be Best Value Technique. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the Government considering experience facilitating meetings with multiple federal agencies, strong communication skills and experience in leading study teams, past/present relevant performance, knowledge of Federal programs, specifically USACE and FEMA, and price. The Government reserves the right to award a contract to other than the low offeror. This is 100% Small Business Set-Aside. The NAICS code is 541820. The SBA size standard is $7.0 million (average annual receipts for preceding three fiscal years). Solicitation will be available on-line at both https://acquisition.army.mil/asfi and the St. Louis District web site at http://www.mvs.usace.army.mil on or about 1 June 2009, with closing on or about 1 July 2009.
