W911SR EDGEWOOD CONTRACTING DIVISION ATTN.: CCRD-ED/BLDG E-4455 E-4455 LEITZAN ROAD ABERDEEN PROVING GROUND, MD 21010-5401 Program Description The Technical Manager (TM) for the Hazard Mitigation, Materiel and Equipment Restoration (HaMMER) Advanced Technology Demonstration (ATD) is conducting a market survey to identify potential coating/sealant/strippable technologies that could benefit the Warfighter by mitigating hazards associated with Chemical and Biological Warfare Agents (CBWA), Non-Traditional Agents (NTAs) and Toxic Industrial Chemicals (TICs) / Toxic Industrial Materials (TIMs). Candidate technologies will be evaluated for inclusion in the HaMMER ATD. The HaMMER ATD will technically and operationally demonstrate selected coating/sealant/strippable technologies in 2010-12 as part of a larger suite of hazard mitigation technologies. Technologies with sufficient maturity and military utility will be transitioned to the Joint Program Manager-Decontamination (JPM-Decon) for possible incorporation into the Decontamination Family of Systems (DFoS). The HaMMER ATD provides an excellent opportunity for industry to submit technologies with potential military utility for Government consideration, possible evaluation, and possible incorporation into a new program of record. Specifically, the HaMMER ATD is requesting information on: "Protective Coatings - when applied to surfaces that are subject to possible CBWA exposure either before or after contamination incident, protective coatings should reduce contamination spread and reduce potential off-gassing. "Sealants - when applied to porous, permeable materials after CBWA contamination, sealants will contain the agent/agent vapor until proper decontamination procedures are performed. "Sacrificial (or agent encapusulating) coatings - may be stripped to remove contamination Proposed coating/sealants/sacrificial products or technologies will be evaluated for operational relevance and demonstrated utility to meet the Warfighters needs. The maturity of proposed coatings/sealants/strippables should be at an initial Technology Readiness Level (TRL) of 4 (minimum) or could be mature enough to meet a TRL 4 before the HaMMER ATD Early User Assessments (2QFY11). Note: By definition, a TRL 4 is the Validation of Basic Application Concepts (Component and/or breadboard in a laboratory environment). However, if agent test data is not available, simulant/surrogate data can be used if and only if a strong case is presented that outlines the agent characteristics being mimicked this position must be strengthened by including historic agent to simulant correlation data; modeling studies will also strengthen this approach. Submitted technologies will also be assessed on their ability for transition. Specifically: "Self Decontaminating and/or Strippable Coatings must significantly reduce the current time, labor, and materials necessary to complete operational decontamination including reducing safety hazards, and be capable of absorbing 90% of a 10 g/m2 Chemical Warfare Agent (CWA) challenge within 30 minutes of contact. "Sealants and/or Protective Coatings for porous materials (silicone rubbers, tires, etc.) used either pre/post contamination must be capable of significantly shielding the Warfighter from CBWA contact and CWA off gassing hazards during subsequent mission and decontamination operations. "Coatings/Sealant technologies must be durable enough for field use and capable of performing mission essential functions under normal battlespace environmental conditions and hazards. "Coatings/Sealant technologies must not alter or affect Infrared (IR) Signature of treated equipment. "Coatings/Sealant technologies should not degrade or affect the performance of optic or electronic components on treated platforms/equipment, and be safe to both personnel and the environment. "Coatings/Sealant technologies should have a shelf life of five years and maintain a pot life of six hours following any necessary mixing. Additionally, technologies should remain active/effective for one year (or until removed) following application. "Coatings/Sealant technologies should be compatible and not interfere with all standard fielded detectors. "Coatings/Sealant technologies must not degrade or affect the performance of individual protection equipment (IPE) to a level of unacceptable risk, or present any uncontrolled safety hazards to personnel in appropriate mission oriented protective posture (MOPP). Requested Information Please complete the attached questionnaire and provide any supporting data, to include the documents specified below. The questionnaire covers technical performance, compatibility and logistical parameters for the coatings/sealants/strippable technology. Documentation provided in response to this RFI (W911SR-09-R-0029) will be used to substantiate information provided to the questionnaire. Mandatory RFI Submission Documents 1.Materials Safety Data Sheet (MSDS) for final formulation of coating/sealants/strippable 2.Efficacy Test Reports/Data to support claims 3.Commercial Specifications/Standards Documentation to support claims 4.Vendor Preliminary Assessment of Military Utility (i.e., how will the coatings/sealants/strippables reduce Warfighter risk, labor, time and materials required for decontamination, and how it will increase efficacy, throughput, decrease logistics burden, etc.?) Point of Contact (POC) Interested parties shall submit information in response to this RFI to: US ARMY RDECOM CONTRACTING CTR. Responses shall be received NLT COB 29 June 2009. Documents shall be electronic in Microsoft Word, Excel, Power Point, and/or Adobe Professional format and provided on compact disk (CD). No telephonic responses to this RFI will be considered. Where the vendor deems appropriate, hard copies can also be submitted as backup and/or support information. Additional Information This RFI may be used to procure products to undergo independent Government evaluation for future production. THIS IS NOT A DEVELOPMENTAL EFFORT. Technologies should be commercially available, either in product or functional prototype form. All proprietary data that respondent intends to be used only by the Government for evaluation purposes must be identified and appropriately marked. See Federal Acquisition Regulation (FAR) 3.104-4 and 52.215-1(e). All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. Vendors having products that they believe would be suitable for military decontamination operations as described herein shall submit all supporting documentation requested by this solicitation to the POC noted above. Information received as a result of this RFI will be evaluated by the HaMMER ATD Technology Review Panel. Suitable technologies will be subjected to Government Technical and Operational Testing. Those technologies with military utility may be transitioned to the JPM-Decon for possible incorporation into the DFoS. RESPONSES TO THIS RFI ARE NOT OFFERS FOR CONTRACT AND WILL NOT BE USED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. ADDITIONALLY, NO CLASSIFIED INFORMATION WILL BE SHARED UNDER THIS ANNOUNCEMENT
