Description
Notice of intent to award a sole source contract. The Defense Threat Reduction Agency (DTRA)intends to negotiate and award a sole source contract under the auspices of FAR Part 12, to Amtec Corporation, Huntsville, AL for Hardened Electronics and Radiation Technology (HEART) Conference. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have ten (10) days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after ten (10) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. All inquiries must be submitted in writing to the address stated herein and to the attention of Ms. Sherrell Josey, Purchasing Agent. Responses to this notice must be received by close of business, March 29, 2009. Responses must include your business name, point of contact, address, and telephone number with area code. Telephone requests or inquiries will not be accepted. Requests may be emailed to Sherrell.Josey@dtra.mil. If no responses are received, an award will be made to Amtec Corporation. Statement of Work Support the Hardened Electronics and Radiation technology (HEART) Conference 11 March 2009 1.0 SCOPE 1.1 BACKGROUND The HEART conference is co-sponsored by the Department of Defense (DoD). The conference was established jointly by Defense Threat Reduction Agency (DTRA) and the Department of Energy (DOE) Sandia National Laboratory (SNL) in accordance with a Memorandum of Agreement (MOA), dated 9 August 1999, to effectively disseminate classified and sensitive technology development in the areas of radiation vulnerability and hardening, while restricting the information flow to those with appropriate security clearances and a need-to-know. For over 20 years, the HEART Conference has been one of the world’s preeminent conferences concerned with the effects of both nuclear and space radiation effects on electronics and systems. The HEART Conference represents the major event for government organizations and their contractors to present the results of their classified research and development activities. Each year’s conference consists of a tutorial course, oral presentations, and posters sessions presented at the ITAR level with some presentations presented at the SECRET/RD level. The HEART Conference provides a venue for organizations to report on the results of their research activities in this area to serve as a measure to assess the efficacy of DTRA research. The topics generally included at the conference are x-ray simulators and testing, EMP and ionizing radiation hardening approaches for systems and components and other issues having to do with nuclear hardening and survivability. 1.2 OBJECTIVE The objective of this project is to support the HEART Conference which provides a professionally recognized forum for the presentation and publication of radiation effects research and to distribute research results, not available for general publication, to system developers for support of future military applications. 2.0 APPLICABLE DOCUMENTS 2.1. Department of Defense (DoD) Directive 5105.62, DTRA 2.2. DTRA Instruction 4500.02 2.3. HEART Guidelines 3.0 REQUIREMENTS 3.1. Provide the 2009 HEART Conference that will stimulate a professional forum specifically for classified/sensitive research and development investigations in space radiation, nuclear, electromagnetic pulse phenomena, and EMP/HPM effects on systems and subsystems. 3.2. Provide a unique, classified and export controlled colloquium for authors who desire the professional recognition associated with full refereed publications. 3.3. Acquire and stimulate papers for publication in the Journal of Radiation Effects: Research and Engineering. 3.4. Follow the HEART Organization and Guidelines for Operation. 4.0 DELIVERABLE 4.1 HEART Cost Summary Report.
