- NAICS Code: 541620 NAICS Code: 541620 - The U.S. Environmental Protection Agency (EPA) Office of Enforcement and Compliance Assurance (OECA) intends to award additional capacity to Eastern Research Group, Inc. on a sole source basis for the continuation of services under EPA contractEP-W-04-047. This award is to continue on-going, uncompleted work assignments featuring services including field inspections, soil sample gathering, new source air emissions file reviews, petroleum refineries investigations, chemical risks investigations, and case support preparations on Municipal wastewater treatment plants. The anticipated additional capacity is 5,870 hours to support on-going, non-severable services under three work assignments under EP-W-04-047. The period of performance for this procurement will be from date of award through September 30, 2009. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that Eastern Research Group, Inc. is uniquely qualified to satisfy the Government's requirements, as they are the current contract holder working on these non-severable projects that cannot be stopped as they are critical to the success of the Agency's mission. ERG is the only company with the innate knowledge, experience and personnel to complete the requirements within the Government's schedule. Additionally, it has been determined that award to any other source would result in substantial duplication of cost to the Government, as well as unacceptable delays in fulfilling the Agency's requirements. A solicitation re-competing EP-W-04-047 is current out for bid, but will not be placed in time to meet the current contract and the above noted work assignments needs. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
